JOB PURPOSE

With more than half million refugees, Chad is one of the African countries hosting the higher number of refugees. Nineteen camps located along the border with Sudan host 79 percent of these refugees. These Sudanese refugees living in the east, fled violence in Darfur region more than 10 years ago. In addition, 73,000 refugees and 90,000 returnees from the Central African Republic live in camps/sites in the south or villages. Since December 2017, more than 20,600 new refugees flying conflict in RCA have been registered in the south. With the Lake Chad crisis, more than 160,000 IDPs and 8,500 Nigerians refugees are living in difficult conditions. The security situation remains volatile in Lake Chad and other areas of the country with possibility of new displacements/influx. For most of the displaced population, the conditions is not conducive to a return. Chad is also a Sahelian country exposed to recurrent droughts and flood. An important part of the population, particularly those leaving in the Sahelian belt are food insecure during the lean season and rely on Food assistance.

Due to very volatile situation in RCA and Lake Chad, there are many population displacement and the beneficiary figures are evolving and need to be adjusted regularly. In this context WFP Country Office in Chad aims at accelerating the roll out of the SCOPE platform (WFP Beneficiary Identity Management System) to ensure a strengthened Beneficiary Information Management and streamlined transfers to beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Prorgramme Policy Officer in charge of field coordination and processes, the incumbent will coordinate the overall implementation of SCOPE (WFP Beneficiary Identity Management System) in Chad:

  • Develop a SCOPE implementation plan for Chad, in close collaboration with the Programme Officer in charge of field coordination and processes, the Head of Programme, SCOPE Service Delivery, Service Support, and Communication units in HQ/RB, in line with the programmatic priorities as determined by the Programme unit;
  • Work with the ICT unit to determine specific equipment requirements for SCOPE implementation, and coordinate for its procurement and utilisation;
  • Work with other UN Agencies such as IOM and UNHCR to enhance beneficiary information management via the SCOPE platform, and initiate the importation of pre-existing beneficiary data into SCOPE;
  • Coordinate the activities of all relevant units, sub-units, sub-offices, external agencies, and external hires to roll-out SCOPE in accordance with the implementation plan;
  • Raise awareness on the implications of the use of SCOPE in Chad, to key stakeholders, including Government ministries, Government agencies, and cooperating partners;
  • Work with relevant units to establish SCOPE Service Agreements with potential partners and provide appropriate support/troubleshooting (trainings and advices in equipment selection and procurement):
  • Create SOPs (Standard Operating Procedures) for SCOPE registration and SCOPECARD distributions in line with the WFP programme intervention cycle, in accordance with corporate guidelines and country context;
  • Train staff on the concept and practical application of the SCOPE platform, by designing and providing optimal training programs reflecting country needs through consultations with the SCOPE trainers (from SCOPE Service Support);
  • Coordinate the biometric registration and on-boarding of WFP beneficiaries on SCOPE platform and the expansion of food assistance (in-kind and Cash or voucher) through SCOPECARD and mobile money technologies;
  • Monitor implementation of SCOPE and related services, with respect to management of beneficiary/participant lists, registration, and subsequent distributions concerning all transfer modalities;
  • Define and map the business processes of various functions and agencies to be in line with the SCOPE platform
  • Ensure the coherence between CBT beneficiaries lists and distribution plans received from Sub Offices and establish distribution list for submission to Financial Service Providers;
  • Maintain a dynamic database on CBT beneficiaries planned, achieved, distribution planned and achieved;
  • Ensure the coherence of payment requests for FFA participants with the level of achievement of the activities in the field;
  • Contribute to the improvement through SCOPE of the efficiency/transparency/accuracy of conditional cash transfers for FFA/resilience building activities;
  • Contribute to ensuring, through SCOPE, the traceability in space and time of beneficiaries assisted through an integrated package of activities
  • Suggest recommendations on all SCOPE-related issues requiring the attention of the supervisor and management;
  • In coordination with M&E, ICT Unit, and HQ, contribute to the establishment of a comprehensive beneficiary complaint and feedback mechanism (CFM), in particular the maintenance of the CFM software;
  • Contribute to the establishment of beneficiary personal data sharing agreement with UNHCR, IOM and other partners, in link with relevant in RB/HQ Unit
  • Coordinate data management of all WFP assistance projects
  • Assist in the planning and implementation of all the assistance activities  
  • Develop and enhance the centralized database applications currently used by WFP to manage all WFP assistance programmes
  • Develop and issue all reports needed by management and the various functions to run and control their activities (Reporting unit, Monitoring and evaluation unit, VAM unit and Sub-offices)
  • Work closely with programme units, the cash and voucher (C&V) team in particular, WFP field offices, other relevant units (e.g. ICT, Finance, Logistics…) and partners on the management of accurate and consistent beneficiary information, including to support and facilitate distribution planning, reconciliations and updating of beneficiary lists.
  • Ensure that the Household Registry Statement, Household Payment List, Activation List, Cancelation Report and offload requests are accurately consolidated, sorted and generated with the required fields on a timely basis and in line with the Standard Operating Procedures;
  • Assisting on the development of the SOPs related to data management
  • Supporting the Sub-offices in the management and development of their data management systems.

STANDARD MINIMUM QUALIFICATIONS

Education Advanced University degree (e.g. Master) in the following disciplines: Social sciences, international development, development economics, IT, Telecommunications, database management or other field relevant to international development assistance.
Years of relevant working experience : At least 3 working relevant years of experience in food assistance interventions including in emergency contexts and with displaced populations and vulnerable groups? 

Language: Fluency (level C) in French language. Intermediate knowledge (level B) in English
 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Work experience in food assistance interventions including in emergency contexts and with displaced populations and vulnerable groups.
  • Experience with beneficiary information management (Experience in Digital System (like SCOPE) and with a Service Desk to address issues related to Beneficiaries Information Management is a plus)
  • Experience in Database management in a context of humanitarian assistance and related activities
  • Experience in delivering training and conducting capacity-building for field operations.
  • Previous experience with WFP or any of its cooperating partners and knowledge of UN system policies and functions is a strong asset.
  • Experience in working with International Organizations, local governments and/or civil society organizations will be as well a strong asset.
