BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Cox’s Bazar has been home to one of the world’s most protracted refugee situations, with more than 20 years of camp and makeshift site settlement by a Muslim minority from Myanmar’s northern Rakhine State, known as Rohingya. Since the 1990’s, the Government of Bangladesh hosts 34,000 officially registered refugees in two camps in Cox’s Bazar. A further 300,000-500,000 Rohingya refugees, politically referred to as Undocumented Myanmar Nationals (UMNs) have been residing in poor conditions in neighbouring Bangladeshi host communities, including some 77,100 in the two makeshift settlements adjacent to the official camps. Humanitarian partners estimate that the influx of new arrivals since August 2017 is likely to peak at 700,000-800,000.

WFP, in line with this response is planning for a total of 1.009 million people: 700,000 new refugee influx, 34,000 registered refugees, 75,000 of the pre-August influx, and 200,000 of the impacted host communities. Refugees will be assisted through in kind General Food Distribution and E-voucher, with the gradual shift from in kind to CBT assistance starting from December 2017.

WFP is envisioning a large (potentially 10-fold) scale-up of the existing e-voucher programme to meet the food security needs of all of the new refugee influx. In parallel, WFP envisions a cash transfer assistance programme targeting host communities that are suffering under the pressure of the large population increase in the area. The plan for host community assistance is to provide conditional cash transfers with the objective of enhancing livelihood opportunities.

Given the interest of other agencies to also implement cash-based programmes targeted at the same vulnerable groups, WFP is setting up its system so that it could be expanded to a multi-wallet platform, accommodating for other agencies’ transfer needs.

Given the several workstreams of the CBT scale-up, a dedicated CBT officer is urgently needed to manage the WFP eVoucher programme and ensure a solid scale up, in addition to lay the grounds for a potential introduction of cash transfers for refugee assistance.

JOB PURPOSE

To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.  

KEY ACCOUNTABILITIES (not all-inclusive)

          Under the overall guidance and supervision of Site Engineer, the Construction Engineer will be responsible for the following duties:

  • Field based Site Supervision and management of Construction works for WFP.
  • Perform regular quality checks.
  • Provide timely and strongly worded feedback to contractors.
  • Conduct field assessments of sites and structures, produce design solutions and suggestions.
  • Produce concept, design and construction documents, drawings and briefs.
  • Measure amounts and produce Bills of Quantities.
  • Supervise and manage Contractors.
  • Lead and manage daily labourers.
  • Schedule and plan activities and works.
  • Operating out of Cox's Bazar, the Engineer will be involved in a variety of construction, planning and design works related to assistance projects for the Rohingya.

STANDARD MINIMUM QUALIFICATIONS

Education: Diploma or Degree Qualified in Civil Engineering, Construction, Planning or Design or other related field.  Or relevant job experience.

Experience: 2-3 years of relevant experience in construction engineering
