ORGANIZATIONAL CONTEXT

Jobholders operate with a high degree of independence to ensure that objectives of scaling up rice fortification are fully achieved. This would require alignment of actions complementary to Government policies and priorities, involve analytical work, working with various partners. At this level, job holder is expected to contribute to performance improvement. The position requires working closely with various Government and private sector agencies and officials. The Job Holder reports to Activity Manager-3 (TA for Scaling up Rice Fortification)

JOB PURPOSE

Support private sector partners/business associations and provide necessary technical guidance in scaling up rice and commercial availability of fortified rice in the market at an affordable price;

Provide necessary technical guidance to garment manufactures to create access to fortified rice for the factories workers.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Review and analyze available information, discuss with the relevant Government agencies to agree on a framework of engagement with private sector;
  • Assist the relevant Government agencies in organizing briefing and advocacy sessions for private sector partners interested investing in production of rice premix kernels and commercial marketing of fortified rice;
  • Assist the relevant Government agencies in preparing an action plan to support private sector partners by providing technical assistance;
  • Liaise with the Bangladesh Garment Manufacturers Exporters Association (BGMEA), the Bangladesh Knitwear Manufacturers and the Exporters Association (BKMEA) and the Bangladesh Chamber of Commerce and organize sessions to make the relevant officials aware of the ongoing rice fortification initiatives;
  • Assist BGMEA/BKMEA in preparing an action plan on integration of rice fortification for distributing among RMG workers, support implementation of the actions and coordinate technical assistance;
  • Liaise with the Global Alliance for Improved Nutrition (GAIN), the Micronutrient Initiative (MI), UNICEF, ILO and other agencies in organizing briefing and orientation sessions;
  • Support the ongoing market research on rice fortification in Bangladesh by a company selected by WFP in their literature review, market mapping, value chain analysis, final report writing;
  • Liaise with Reporting and Public Information Officers, provide necessary inputs in reporting and in preparing documents and/or documentary; and
  • Undertake and field visit and /or facilitate joint visits.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Liaise with the various agencies involved in the Rice Fortification activities and development partners;
  2. Provide guidance to the relevant agencies in undertaking consultations and reviews to complement the post-harvest rice fortification policy formulation efforts.
  3. Liaise with academia, research agencies and civil society organisations and support the evolution of the existing rice fortification initiative to a sustainable “Programme” embedded in the Government plan and funded from Government’s regular revenue budget.
  4. Contribute in creating evidence to advocate for the scale up of the programme.

    DELIVERABLES /OUTPUTS EXPECTED:

  • Negotiated Government and Private Sector commitments for scaling up rice fortification activities through wider engagement of private sector agencies;
  • New approaches created to distribute fortified rice in garment factories under their corporate social responsibility programmes;
  • Studies/assessments conducted to support Government in designing suitable modalities for scaling up rice fortification and gradual increase of commercial availability of fortified rice in the local markets; and
  • Contribute to create awareness and demand of fortified rice and opportunities explored to initiate availability of fortified rice for various high-risk groups;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience : At least three years of progressively responsible professional experience in Social Protection, School Feeding, Food Security, and related fields possibly with a UN organization or international development organization

Language: Excellent written and oral/communications skills in both English and Bangla

Knowledge & Skills:        

  • Ability to think and plan strategically;
  • Capability to communicate programme objectives clearly;
  • Understanding of the national policies and priorities on mainstreaming school feeding; Ability to work and lead WFP at higher level;
  • Interpersonal skills; independent ability to negotiate.

TERMS AND CONDITIONS

Contract Type: Service Contract (SC)

Contract Duration: 01 year (renewable)

Duty Station: Dhaka, Bangladesh

Monthy Salary : BDT. 188,945

Nationality: Bangladeshi only
