Emergency Response Distribution Officer

Background

The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen.  In response to the humanitarian needs and the resulting increase of conflict affected population in Yemen, DRC is seeking the services of a Distribution Officer to support our emergency mobile rapid response team.

Job Title: Distribution Officer (Emergency Response Department)

Location: South Yemen, Based in Al Mukkha with frequent travel to Taiz

Contract: Standard

Duration: 6 months

 

Purpose

Under the supervision of the Emergency Team leader and the Emergency Response Manager the Distribution Officer will be responsible for organization and implementation of all distribution activities. Supporting the emergency response in Yemen and ensuring an effective team and enabling environment are in place that achieves emergency programme results. Furthermore, responsible for ensuring that day to day documentation, distribution reports and field inventory reports are prepared in accordance with DRC policies, agreed Standard Cash Operating Procedures (SOPs) and submitted to the relevant parties.

 

 

 

Reporting lines

a) Reports to: Emergencey Response Manager and administrative to the HoO – Aden

b) Subordinates: Field Assistants- FI & NFI Distribution.

 

Responsibilities

 

Main Tasks

NFI Distributions:  

1.     Represent DRC towards local partners/local government bodies and community leaders during the distribution process and ensure, in collaboration with the Emergencey Response Manager (or Area Manager) and coordination with other humanitarian partners

2.     Plan and implement FI & NFI distributions in hard to get areas.

3.     In liaison with the logistics department make sure all the required RRM kits reach the designated area of intervention on time.

4.     Ensure all protection concerns are met and dealt with during the distribution process including but not limited to protection mainstreaming guidelines.

 

5.     Write clear reports to summarize the distribution activities undergone.

6.     Ensure beneficiaries are respected and cared for during distribution activities.

7.     Prioritize vulnerable cases during distribution and provide needed support; Refer protection cases when identified to the child protection/protection team.

8.     Establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use. Ensure filing adheres to internal protocols and is regularly maintained.

9.     Attend all relevant cluster meetings when requested.

10.  Deal with complaints or issue related to FI and NFI distribution through distribution hotline. 

11.  Participate in various post distribution monitoring surveys.

12.  Report on unmet needs and gaps in FI, NFI to the Emergency Coordinator 

13.  Carry out the daily / weekly / monthly work plan as directed by the Emergency Coordinator  

14.  Participate in assessments, selection and training to volunteers and distribution workers  

15.  Manage conflicts when they arise and possible solutions. 

 

Monitoring  

Monitor and evaluate on going distribution activities and report on unmet needs and gap.

Other 

• Any other duties as may be assigned by the line manager; 

• Conduct duties in accordance with DRC Yemen programme Standard Operating Procedures (SOPs); 

• Conduct duties in accordance with DRC Code of Conduct. 

 

Qualifications & Preferred Skills

About you: 

Essential qualities and experiences: 

• 2 years of NGO/UN field experience in a similar position.  

• Good communication skills (reading, writing, speaking).  

• Ability to write weekly activity reports and communication pieces.  

• Spoken and written Arabic and English is essential 

• Excellent organizational skills, ability to determine priorities and attention to detail a must. 

• Ability to work in a multicultural context as a flexible and respectful team player. 

• Experience of working with UN or Non-Governmental Organizations and Local Governments. 

• Understanding of gender, protection and human rights. 

• Strong networking, interpersonal and presentation skills.  

• Knowledge of IDP crisis.
