Organizational Setting
 
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
 
The Forest and Farm Facility (FFF) Phase II is funded under Project GCP/GLO/931/MUL from 2018 to 2022. The FFF is a partnership among FAO, IIED, IUCN and AgriCord. It has a proven, cost-effective, demand-driven delivery mechanism that has already reached more than 900 Forest and Farm Producer Organizations (FFPOs) in 10 partner countries. From 2018, FFF will significantly increase the scale and range of its impacts by building on its past support to FFPOs and governments. This will strengthen the capacity of forest and farm producers and their organizations, deepen engagement in innovative cross-sectoral processes in government, and increase the delivery of landscape-scale climate response. All this will be underpinned by more inclusive and sustainable economic opportunities, increasing returns to FFPOs, while opening opportunities for improved social and cultural services for the rural poor. A key focus lies on the important role of women in forest landscapes and value chains and on enhancing gender equality within producer organizations.
 
Reporting Lines
 
The National Facilitator (Forest and Farm Facility) reports to Mr Jeffrey Campbell, Manager Forest and Farm Facility through Country Coach Ms Sophie Grouwels.
 
Technical Focus
 
Effective management and implementation of the Forest and Farm Facility (FFF) national programme in coordination with key implementing partners and in consultation with FAOR and the FFF management team.
 
Tasks and responsibilities
 
  • General implementation of the Forest and Farm Facility (FFF) in Ghana\:
    • development of in-country programme framework and annual work plans with key stakeholders;
    • Establish in coordination with key stakeholders an FFF country advisory committee and agree on its terms of reference;
    • Prepare and monitor the FFF country budget in line with the annual work plan and with support of the relevant in-country FAO officers;
    • Prepare, contribute and oversee the country scoping study for the implementation of the FFF in the country.
    • Facilitate FFF baseline studies for all implementing partners in the country;
    • Foster linkages, networks partnerships and synergies with ongoing national and regional programmes from FAO and other core FFF partners (IIED, IUCN, AgriCord), as well as with other partners related to producer organizations, support to improving livelihoods of rural people, climate resilient landscape management and natural resource management.
    • Plan and facilitate exchange visits for experience sharing among producer associations in- and outside the county;
    • Ensure gender mainstreaming throughout the implementation in Ghana, based on the gender strategy;
    • In consultation with key stakeholders, prepare ToRs and provide technical backstopping to national consultants;
    • Ensure that the FFF programme is implemented by partners is in line with FAO regulations and standards;
 
  • Identify potential implementation partners and prepare in-country Letter of Agreements (LoAs)\:
    • Comply with the administrative procedures of FFF, including those related to updating its monitoring system FORIS with all country LoAs, their progress on reporting and payments, the latter in close collaboration with the Country Coach.
    • Facilitate basic FFF tools to partner FFPOs, such as the FFPO self-assessment tool, proposal writing workshops, risk management, etc.
 
  • Selection and implementation of Small grants\:
    • In consultation with key stakeholders prepare FFF small grants guidelines adapted for Ghana using the standard format;
    • Facilitate call for proposals, selection, preparation of LoAs and monitor the implementation, using FORIS;
    • Ensuring compliance of FAO guidelines for procurement of goods and services;
  • Development and implementation of the Communication strategy\:
    • Facilitate development of FFF communication and visibility materials for awareness raising in the country
    • Facilitate communication of FFF objectives and activities in national and sub-national media platforms
    • Facilitate producer organisations to develop their own communication strategy;
 
  • Monitoring and Learnings (M&L) in the country\:
    • Support the development and implementation of a participatory monitoring and learning framework for FFF in Ghana
    • Insert qualitative and quantitative information to update progress of the M&L country-indicators  in  FFF’s FORIS system;
    • Prepare and submit monthly and annual reports to the FFF management team on progress on country outputs
    • Keep track of country targets/indicators and make suggestions for corrections in case of missing targets;
    • Conduct an annual country multi-stakeholder workshop to review programme performance, M&L and planning;
    • Prepare country synthesis report based on FFF stakeholder workshop and M&L system
 
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • University Degree in forestry, natural resources management, social and/or political science, international relations, or other relevant field pertinent to the assignment;
  • At least five (5) years of progressively responsible professional experience, including development, management and / or evaluation of field projects relating to socio-economic forestry;
  • in project management, administration or related area
  • Working knowledge of English.

Technical/Functional Skills
  • Extent and relevance of experience in administrative and financial management of field projects and its monitoring processes;
  • Experience in multi-stakeholder consultation and decision making processes;
  • Experience in producer organizations and/or private sector organizations is an asset;
  • Extent and relevance of experience in providing technical advice and support on social forest and producer organizations issues;
  • Extent of experience in working with international organisations;
  • Extent and relevance of experience in conducting gender analyses, advocating and mainstreaming gender equality
  • Good writing, presentation and communication skills;
Working knowledge of other languages commonly used in countries of the Africa region is an asset.
