This position is based in Erbil with frequent travel to other governorates in Kurdistan and Central Iraq.

 

About the job

The Programme Support Manager is ultimately responsible for ensuring ‘quality’ throughout the project cycle; from the initial project idea and proposal design through to continuously enhancing the quality of programme implementation. This position also provides coordination and technical support to the Head of Programs (HoP) and the various Heads of Offices (HoO) for the implementation of program activities.Your main duties and responsibilities will be:

 

Project Development and Coordination 

  • Act as the lead writer/coordinator/editor for concept notes and proposals, as needed. These will be designed in collaboration with the program development team, programme staff, technical advisors, Regional Office and Head Quarter colleagues, ensuring that DRC’s programme handbook guidelines are incorporated into proposal design. 
  • Ensure communication between all departments (finance, program, and operations) in drafting of budgets. 
  • Contribute to the development of strong data collection and monitoring & evaluation plans within each proposal, including well-designed log-frames and indicators.
  • Maintain up-to-date information on donor priorities and funding opportunities.
  • Assist senior management in developing the humanitarian country program strategy and coordinating the delivery of assistance

 

Research, Analysis and Capacity Building

  • Assist in conducting needs assessments and background research to guide DRC programming.
  • Map donors and projects in Iraq relevant to DRC’s focus sectors.
  • Conduct visits to field locations as possible/needed.
  • Undertake training for programme and operation staff on grants management and processes to enhance quality within DRC programming. This will include quality reporting, M&E practices, project cycle management, and data collection. Also provide one-on-one support in report writing, proposal development, indicator tracking, DRC-specific tools, and other topics, as needed.
  • Facilitate new-grant start-up and quarterly review meetings to ensure donor compliance, operation/program integration, logistics support, etc. in the multiple DRC office locations.

 

 

 

Reporting

  • Manage internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements, with support from the country director and programme managers.
  • Consolidate monthly internal programme progress reports based on input from programme managers, including tracking progress on programme indicators and reporting on key programme highlights/issues.
  • Maintain grant files, including regular updating within DRC’s Grants Monitoring System (GMS).
  • Maintain the grants and report tracking system to ensure all grant files are organized and well managed for planning and preparation of donor reports and project monitoring. Maintain grants and sub-grant management system, including grant files, project and financial reporting documentation, and monitoring systems and tools to ensure grant compliance. 

 

Representation 

  • Assist senior management in donor liaison and communication. Represent DRC in other external meetings with stakeholders and coordination meetings.

 

Communication and Visibility

  • External and Internal Communications:  The PDSO will work closely with the Communication, Mobilization and Social Media Officer (CMSO) to further develop a comprehensive media, advocacy and communications strategy, ensuring smooth flow of information, good relations with high profile visitors and the media, and high-quality reporting to showcase DRC Iraq’s activities and achievements. Additionally, the PDSO will work closely with the CMSMO,the MENA Regional Office and HQ to ensure that external messaging and visibility are consistent in order to mobilize support and raise awareness of DRC work in the region and promote and protect human rights and needs of displacement-affected people.

The PDSM will directly supervise and support the CMSO in:

  • The implementation of a targeted communication and social media strategy in order to build DRC’s profile in Iraq.
  • The delivery of a country media relations programme which includes: pro-active media liaison; pitching DRC stories and spokespeople; organizing interviews; providing media briefings; drafting press releases; writing op eds; and responding to media requests.
  • In coordination with the CMSO provide capacity building and support for field-based communication and reporting staff; and oversee consistent branding implementation across DRC Iraq fields.
  • Supervise the implementation of internal communication strategy that ensures ways to effectively convey and receive information among DRC Iraq staff across the mission.

     

    Undertake additional duties as assigned by line manager. The position duties are flexible to a degree to allow the candidate to develop skills of his/her choice. This can be arranged in discussions with the line manager.

     

    About you

    To be successful in this role we expect you to have a Master’s degree in a relevant fieldand at least three years of INGO field experience in a similar position that includes proposal development, reporting and grants management Moreover, we also expect the following: 

     

    Required 

  • Knowledge of key donor (UN, EC, USG, etc.) regulations, procedures and requirements.
  • Proven ability to develop winning proposals for public and private-sector donors.
  • Strong networking, interpersonal and presentation skills.
  • Excellent organizational skills, with ability to determine priorities and pay attention to detail.
  • Ability to work in a multicultural context as a flexible and respectful team player.
  • High-level knowledge and practice with Word, Excel, Outlook, etc.
  • Ability/willingness to work with extremely tight deadlines and multiple tasks.
  • Excellent written and spoken English required; Arabic an asset.
  • Willingness to follow security policies and procedures
