Bertoua city, capital of the Eastern Region, is in a relatively quiet security situation. The system put in place by the administrative authorities maintains at the moderate stage the general level of security which allows a serene pursuit of the activities of the local populations. However, crime within the urban center can be seen as the most palpable threat to private property. Even though United Nations personnel and capabilities are not specific targets, they are not entirely spared.

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting

hunger worldwide. The mission of WFP is to end global hunger. Every day, WFP works worldwide to

ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After an emergency, WFP uses food to help communities rebuild their shattered lives. Present in nearly 80 countries, the organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to nutritious food and contribute to the lasting solutions, especially in many of the world’s most remote and fragile areas.

To help Cameroon achieve zero hunger, WFP works with the Government to establish long-term

interventions to improve the resilience of vulnerable communities in Far North, North, Adamaoua and East regions. Forty (40) percent of Cameroon’s 23.7 million people live below the poverty line and human development indicators remain low. Poverty has a strong regional dimension concentrated in North, Far North, Adamaoua and East Regions.

In order to successfully implement the CSP in the East region, a number of activities will be implemented in 2018. Among these are ensuring information is accurately managed, activity impact and results are

regularly documented and communicated to our partners and most importantly, that WFP’s mission and

goals are accurately reflected in prominent media reports. WFP is looking for a person who is enthusiastic in volunteering their skills, knowledge and expertise in relation to these monitoring activities.

National capacity development via volunteer schemes

Under the direct supervision of

Head of Sub-Office, the National UN Volunteer in Communications and Reporting will undertake the

following tasks:

Assist in updating the monthly monitoring plan and recommendation matrix for the Area Office in

collaboration with Programme Unit staff.

Develop and propose log frames for each CSP activity during project design stage in collaboration

with Program Unit staff

Provide technical and administrative support to the Program Team ensuring optimum utilization of all resources and achievement of M&E objectives;

20 Sep 2018 Page 2 of 8 Provide guidance and participate in the preparation of training modules in M&E and periodic training of WFP Field Monitors, Cooperating Partners' staff and field surveyors of third party consultancy firms.

Liaise with CO Monitoring Team for updates on guidelines for M&E including the sampling designs

adopted for the M&E studies/surveys, as suited to local context;

Follow up on monitoring and review findings to ensure corrective actions are taken as required;

Ensure that all the M&E tool kits are revised and updated as required for effective use by Program


Ensure links with the Beneficiary Feedback mechanism put in place.

Develop and disseminate information products reflecting monitoring findings.

Assist in coordinating data collection, data validation and data analysis processes for the Area Office

Ensure that the Country Office Monitoring Database systems are functional and effectively utilized

and all required enhancements are undertaken promptly;

Ensure monthly data reconciliation in the WFP data management system (COMET)

Ensure regular data collection by Field Monitors using mobile data collections tools and exercise

oversight of the third-party data collection process.

Responsible for preparing Field Office periodic reports (monthly M&E, Activity reports and Beneficiary

complaint mechanism reports) in coordination with Program Unit staff

Liaise closely with the CO VAM and M&E Team on methodological and data interpretation issues as

required to ensure professional concurrence

Play an active role in the preparation of the Annual Performance Plan (APP) for the Area Office and its

review by the Program Policy Officer.

Undertake regular periodic field visits to ensure that M&E guidelines are being implemented and

provide any required on-site technical support;

Ensure regular visits are conducted at distribution sites to check food availability in relation to the

number of beneficiaries, rations, commodities and quantities distributed;

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the

concept of volunteerism by reading relevant UNV and external publications and take active part in UNV

activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on

traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment

reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application-

Contribute articles/write-ups on field experiences and submit them for UNV publications/websites,

newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers-

Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals

and organizations to use the UNV Online Volunteering service whenever technically possible.

The key results are aimed at boosting the ability of WFP to engage key stakeholders to support and/or

take forward efforts, leading to better results in terms of programme outcomes and outputs.

• The development of capacity through coaching, mentoring and formal on-the-job training, when working

with (including supervising) national staff or (non-) governmental counter-parts, including Implementing

Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and

documented in all activities throughout the assignment • A final statement of achievements towards

volunteerism for peace and development dur-ing the assignment, such as reporting on the number of

volunteers mobilized, activities participated in and capacities developed

The contract lasts for the period indicated above with possibility of extensions subject to availability of

funding, operational necessity and satisfactory performance. However, there is no expectation of renewal

of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is

not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is

provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent

disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if

applicable) and resettlement allowance for satisfactory service.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity

support to the UN Volunteer includes, but is not limited to:

Introductory briefings about the organisation and office-related context including security, emergency

procedures, good cultural practice and orientation to the local environment;

Support with arrival administration including setting-up of bank accounts, residence permit

applications and completion of other official processes as required by the host government or host


Structured guidance, mentoring and coaching by a supervisor including a clear workplan and

performance appraisal;

Access to office space, equipment, IT support and any other systems and tools required to complete

the objectives of the assignment including a host entity email address;

Access to shared host entity corporate knowledge, training and learning; ?

Inclusion of the volunteer in emergency procedures such as evacuations;
