Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of  Programme Policy Officer, SC8 to be based in Kampala. The selected candidate will be employed on Service Contract.

ORGANIZATIONAL CONTEXT

Under the Country Strategic Plan, WFP addresses capcaity gaps of small holder farmers to engae in collective marketing of quality produce and enhance their agriculture income and livelihoods. WFP's work in post-harvest management is vital in improving grain handling and storage, food safety and nutrition, as well as the quality of life amongst low-income, vulnerable farming households.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical input into national policy and strategy development and revie to ensure that improved post-harvest management is an integral part of food security and agricultural development in Uganda;
  2. Support line ministries in the design, operationalisation and monitoring of national projects and activities in post-harvest management;
  3. Develop and roll out an effective mechanism for capcaity transfers of WFP's post-harvest management work to central and local govrnment institutions;
  4. Facilitate and catalyse South-to-South cooperation between Uganda and other governments in good post-harvest management practices;
  5. Strengthen internal programme linkage by integrating post-harvest managment activity into other WFP programmess: i.e social protecetion, refugee assusstantce and education;
  6. Develop strategic partnership with develoopmnet partners and private sector actors to improve smallholder access to affordable and practical post-harvest management technology;
  7. document good practices and lessons-learnt and feed into WFP's global work in post-harvest management
  8. Other related duties.

FUNCTIONAL CAPABILITIES

STANDARD MINIMUM QUALIFICATIONS

  1. Advanced Univeresity degree in Agriculture and/or Food Science OR a first University degree with more than ten (10) years of related work experience;
  2. Knowledge of the Grain Sector/Agriculture project management;
  3. Research and practical experience in post-harvest engineering and food technology and grain handling, processing and purchasing;
  4. Proficiency in both oral and written English.
