The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG) – EIBI Institute (EIBI) – Arts & Culture Programme, at its headquarters in Luxembourg, a:

(Associate) Programme Officer

This is a full time position at grade 4/5

The term of this contract will be 4 years

Panel interviews are anticipated for mid-October 2018.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose

As an (Associate) Programme Officer (internally referred to as Associate Officer) you will engage with partners in a social, cultural and scientific dialogue in order to strengthen the objectives of the Institute contributing to, developing and implementing the Arts & Culture Programme of the Institute, as defined by the Head of the Arts & Culture Programme

Operating Network

You will report to the Deputy Dean of the EIBI Institute and will act under the authority of the Head of the Arts & Culture Programme, in accordance with the priorities established by the latter and in agreement with the Dean of the Institute.

You will also work in close collaboration with all other Directorates involved in the implementation of the Institute’s initiatives. You will have extensive autonomous external contacts and work with beneficiaries of and contributors to the Institute’s activity.

Accountabilities

  • Contribute to the implementation of initiatives that are underway:
  • Run the cycle of the Artists’ Development Programme from drafting over publishing the calls for applications, to long-listing artists;
  • Market the program in the cultural and artistic world;
  • Make use of the EIB art collection through the organisation of external and internal exhibitions (drafting notices)
  • Run and drive the EIB staff photography competition and cultural philanthropy
  • Conduct research and draft materials on artists, artistic movements
  • Draft news items for internal and external consumption
  • Control the quality of the deliverables, monitor the advancement and draft quarterly progress reports to be circulated to stakeholders and the Management Committee
  • Draft bi-yearly presentations to the arts committee
  • Contribute to initiatives (research, calls for proposals, compiling of contacts) in the field of cultural heritage
  • Input into the long-listing of Artists in Residence
  • Participate with a Jury seat in competitions such as Behind the Lens
  • Participate in other ad hoc Arts & Culture Programme matters and other tasks within the Institute's remit, and manage the relevant dossiers.

Qualifications

  • Master's degree, preferably in art history or cultural affairs
  • Complementary studies in economics, law, international affairs and/or relations, or public administration would be an advantage
  • A minimum of 3 years’ relevant professional experience, gained with international organisations, cultural industry players or corporates
  • Demonstrable track record in the implementation and/or coordination of projects, in the managing of conflicting priorities
  • Demonstrable analytical skills with capacity to provide sound judgement on issues within own area of expertise, and the ability to articulate this in spoken and written communication.
  • Excellent drafting skills
  • Excellent command of standard computer tools, particularly Word, Excel, PowerPoint and GED); mastering of Photoshop would be an advantage
  • Excellent command of arts management databases, preferably TMS Gallery Systems
  • Ability to autonomously manage projects and deal with conflicting priorities
  • Excellent knowledge of written and spoken English. Knowledge of other EU languages, particularly French (*), would be an  asset.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
