About the Organization

DRC has been providing assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine, Kachin, Northern Shan and in Kayah in the South-East. In Rakhine, activities are targeting local vulnerable conflict affected populations as well as 140,000 internally displaced persons (IDPs), namely Rohingya, who had to flee waves of violence in 2012. DRC implements a multi-sector response, delivering assistance in the following fields: protection, child protection, gender based violence (GBV), shelter, community infrastructure, livelihoods, Water Sanitation & Hygiene (WASH), Non-Food Items (NFIs). DRC furthermore serves as the Camp Management Agency for approximately 56,000 IDPs in rural Sittwe. The main operational areas in Rakhine are Sittwe, Pauktaw, Mrauk U and Kyauktaw Townships. DRC’s protection programme in Rakhine, which started at the very onset of the violence, includes regular protection monitoring and case management of vulnerable men and women to achieve protection outcomes and increase their well-being and safety through integrated psycho-social support; awareness raising and trainings for team members, community leaders, government officials and other duty bearers on the rights of IDPs and conflict affected populations; in addition to other prevention activities including a theatre role play,  reporting and advocacy. DRC also works in the GBV and Child Protection subsectors.  DRC coordinates through the Protection Working Groups in Sittwe and Yangon.

About the job

DRC is the largest INGO protection actor in Rakhine State, Myanmar, and protection programming focuses on 3 areas of programming in its areas of operation to address protection issues from displaced Rohingya and non-displaced conflict affected groups and individuals: case management to individually manage the needs of vulnerable people with integrated psycho-social support; protection monitoring to gather a wider picture of the protective environment and protection violations; and awareness raising to ensure prevention messages are disseminated to prevent incidents of violence in particular, promoting non-violent conflict resolution to enhance social cohesion. Ongoing coordination with other sectors both internal and external to DRC is a key element of the programme to ensure a holistic response to affected populations. DRC is an active voice in coordination and advocacy forums for improving the protective environment for all communities, ensuring we use our evidence base from our field activities.

To lead this work, DRC is looking for candidate with the required energy levels, ambition and experience to manage and lead a large Protection team and be responsible for technical and managerial oversight and implementation of all Protection activities in either our Mrauk U or Sittwe field base. The candidate must be comfortable living in a remote location with limited resources.

The Project Manager- Protection will directly manage a team of 12-18 Protection Assistants, Officers and Team Leaders across several field locations, in addition to indirectly managing a team of 60+ camp and village based incentive workers based across several townships. They will continuously collaborate with CP, GBV, Livelihoods, Information Management, WASH, CCCM and M&E teams within DRC to ensure a holistic response to protection concerns, and the promotion of protection mainstreaming across DRC’s programming.

The Project Manager-Protection will report to the Protection Manager in Rakhine State, Myanmar.

Main Responsibilities  

The duties include, but are not limited to the following:   

  • Manage team of 12-16 Protection Assistants, Officers and Team Leader to implement protection programme.
  • Monitor the day to day implementation of protection related activities in target townships in Rakhine State.
  • Manage multi-grant protection budgets, maintain programme expenditure within budget parameters including preparing and utilizing budget forecasting and follow up tools.
  • Design and deliver training and capacity building of team members related to case management, case supervision, psycho-social support, protection monitoring, humanitarian principles, protection mainstreaming and self-care.
  • Recruit team members when needed, and support recruitment of consultants for specific inputs.
  • Support implementation of remote mentoring SOPs to ensure camp and village based capacities are developed.
  • Provide technical oversight to case management activities, including support with developing case plans, providing psycho-social support, referrals and follow up. Ensure positive modelling and facilitation. Facilitate team discussions and role plays to address challenging dilemmas.
  • Ensure protection concerns are identified by the team through field monitoring visits and assessments, and ensure these are documented through our Protection Platform, analysed and responded to appropriately.
  • Develop community based protection programming through community center activities (to fulfil educational, recreational, skills development, and psycho-social needs).
  • Actively participate in Protection Quarterly Meetings to share best practice across 3 bases in Myanmar: Rakhine, Kachin and Northern Shan States.
  • Coordinate closely with internal DRC sectors (in particular Child Protection (CP), Livelihoods, and Gender Based Violence (GBV) Teams), in addition to external stakeholders to ensure information is shared on a need to know basis to inform advocacy and response.
  • Manage procurement plans for each programme.
  • Support monitoring and evaluation (M&E) of the programme, ensuring indicator tracking for all programme indicators and outputs are properly managed and updated. Closely coordinate with newly established M&E team to ensure evaluations are carried out periodically.
  • Closely coordinate with Information Management team to ensure data is systematically updated in to the Protection Platform.
  • Ensure timely reporting of programme activities as per internal and donor deadlines.
  • Ensure representation in monthly Protection Working Group Meetings to share updates from these townships on a quarterly basis. Share relevant updates, coordinate with relevant agencies and ensure changes in context are reviewed. 
  • Ensure leadership and strategic vision of the protection programme, responding to any gaps and continuously improving quality.
  • Perform other relevant tasks as requested by the Coordinator.

About you  

To be successful in the position you should meet the following requirements:   

  • Bachelors or Masters Degree in social work, development, social or political science, law or similar;  
  • Minimum 3 years’ international experience implementing and developing Protection programmes in emergency and post-conflict environments with limited local resources;  
  • Significant technical experience in Protection (case management, protection monitoring, and awareness raising);
  • Experience of managing and leading a large team, including remote management;
  • Experience living in a remote location with limited resources;
  • Experience of managing complex budgets across a portfolio of projects and being responsible for financial follow up and expenditures;
  • Demonstrated ability to conduct trainings on protection, case management, protection monitoring, and inclusion, including staff training;
  • Experience in all aspects of recruitment and staff management;
  • Experience in coordination across agencies and sectors;
  • Experience in internal and external representation;
  • Knowledge of and experience in handling contexts of statelessness and durable solutions;
  • Demonstrated intercultural sensitivity and motivation;
  • Experience of information data management, utilizing databases and platforms;
  • Experience with M&E tools, in particular monitoring the day to day implementation of Protection; activities, indicator tracking, and supporting with evaluations;
  • Experience of developing proposal narratives, logframes and budgets;  
  • Ability to work in a deadline driven environment and undertake a proactive approach;
  • Passionate about the job, highly flexible and able to adapt to the environment and context;
  • Fluency in English (writing, speaking, listening).

Conditions  

Duty station: Mrauk U or Sittwe, Rakhine State, Myanmar, classified as a non-family duty station, with regular travel to projects areas.  

Contract: 1 year, renewable dependent on funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates, which can be found on www.drc.dk under –Vacancies. The position is classified as A15.
