Background

While UNDP continues to work with various stakeholders including the government of Sudan, it places emphasis on addressing the issues under SDGs, National and Strategic Plans. With the current economic crisis, Sudan requires support in promoting local economic development to ensure resilience of communities. Sudan can play a vital role in stabilization of the entire region as it stands as a bridge between Middle east and Africa. This assumes more importance at the imminent drawdown of UN Mission in Darfur (UNAMID). 

Aligned with the Government’s development priorities, the United Nations Development Assistance Framework (UNDAF), 2018-2021, and the multi-year humanitarian strategy, and Darfur development Strategy (DDS), UNDP and UNICEF are joining hands to restore peace, livelihoods, rule of law and achieve durable solutions for returnees.

Recently, the conflict has subsided in areas around Jabel Marra in Central Darfur. Many of the region population fled the vicinity during the peak of conflict between government of Sudan and its opponents. But due to the recent stretched peaceful time many IDPs are returning to their areas of origin in Jabel Marra. Golo is one of the major areas affected by conflict and now enjoying relative stability. The project “Sustainable Returns and Peacebuilding through Durable Solutions and Rule of Law in Golo, Jabel Marra” is coming to assist in sustaining the peace efforts and assist returning IDPs to retrieve their lives and build up their communities. The project will support functionality of rule of law institutions and youth participation in peacebuilding activities while promoting durable solutions for IDPs and returnees with an integrated approach of sustainable and diversified livelihood opportunities for women and men, education and protection for children.

The Golo project will contribute to achievement of the Integrated Strategic Framework (ISF) that has been jointly developed by UNAMID and UNCT with a focus on strengthening nexus between humanitarian, development and peacebuilding efforts for long term and sustainable results. The project will also actively engage local government authorities, communities, civil society organizations and other relevant stakeholders to promote ownership and ensure genuine participation in the different stages of the project from inception, design, planning and implementation. The project also facilitates coordination and collaboration between state level and federal level government entities led by the Ministry of International Cooperation.

Under the overall guidance of the Deputy Country Director /Programme, and under direct matrix supervision of the Regional Coordinator in Darfur and Team Leader, Governance and Stabilization Unit based in Khartoum, the Project manager – Golo will be based in Zalingei and shall work closely with Central Darfur Government, Golo Locality, line ministries, CRRC, DLC and all other stakeholders at all political and technical levels and should handle the communication with the security committee and its subsidiaries at the state government. He/she will be responsible of setting the strategic directions and workplans at the local level and oversees the Golo, advises the country office senior management on development and implementation of the Project, ensure cost effectiveness and responses to emerging complex challenges in managing the Project.

He/she leads and supervises the Project staff working in project’s geographic areas. He/she shall ensure cross-unit cooperation and coordination with all relevant entities and stakeholders. He/she works closely with internal and external counterparts, including government counterparts, development partners, NGOs, civil society, private sector etc., to successfully deliver the project outputs. He/she ensures a client-oriented approach and consistency with UNDP rules and regulations.

Duties and Responsibilities

Project leadership and management focusing on achievement of the following results:

  • Contribute to the overall management and delivery of the UNDP Mandate on the Durable Solutions and Stabilisation initiatives, which will include promotion of humanitarian-development –peace nexus, inclusive local economic development through business development and value chains, support to local communities to be resilient towards displacement, promote peace and reconciliation, promote dialogue among communities to foster peace, promote reintegration of returnees from displacement or refuge in communities.
  • Manage day-to-day project implementation, and overall coordination from substantive, administrative and financial aspects for the Project (s) assigned.
  • Oversee and guide the efforts and contributions of consultants, government counterparts towards the achievement of project objectives. 
  • Provide strategic vision and guidance, manage and supervise the staff and field operations across project targeted areas
  • Ensure monitoring and evaluation processes are in place to measure the achievements in all phases of the Project as per UNDP procedures
  • Initiate and coordinate the public information and sensitization strategy for the Project
  • Contribute on resource mobilization and ensure coordination with donors Programme and other Co units.

Planning and Coordination focusing on achievement of the following results:

  • Ensure close cooperation and collaboration with national stakeholders and other implementing partners, such as other UN entities, international organizations, non-governmental organizations (NGOs) and the donor community;
  • Identify entry points for potential partnerships and complementarities with other relevant players including Government Ministries and Departments, Private Sector, NGOs, UNAMID, UN Agencies etc. to support capacity building activities;
  • Participate in state-led State DDS Coordination Mechanisms to share information on project activities, identify, synergies, linkages and partnership with other DDS Projects.
  • Ensure that “ No one is Left Behind” while operationalizing development interventions Maximize the development by including all vulnerable sections of communities including unemployed youth, women, returnees, displaced population, and others by engaging government counterparts, development partners, private sector, civil society, UN agencies and local agencies.
  • Ensure internal communication and coordination at the Project/Programme level, and effective and proactive communication between UNICEF and UNDP relevant units both Programme and Operations;
  • Ensure private sector is actively engaged in the development initiatives.
  • Participate in developing concept notes and strategy for further and future programming;
  • Contribute to the commissioning of specific research and studies as evidence and capacity mapping;
  • Identify training needs to strengthen community peace building capacities.
  • In coordination with Programme and M&E units in the two agencies,
  • Monitor implementation and follow-up project indicators;
  • Profile the work of project partners, demonstrating impact and progress;
  • Provide support to partners to ensure conflict sensitive programming
  • Fulfil all requirements for internal and donors reporting including ROAR reporting in collaboration with relevant units in UNDP CO
  • Regularly update the risks log in ATLAS
  • Document internal and external meetings and maintain key documents, archives and photos of the project

Foster partnership building focusing on achievement of the following results:

  • Establish and sustain good relations and partnerships with state/local authorities and state security committee;
  • Identify new partnerships and strengthen existing ones at the level through innovative approaches to partnership development;
  • Boost ways of increasing the Programme funding base such as engaging in resource mobilization efforts in consultation with local counterparts and following-up with donors on local opportunities;
  • Organize and convene learning sessions and workshops for project partners;
  • Liaise with other similar Programmes and projects to gather new knowledge and integrate news ideas;
  • Prepare for and facilitate donor and stakeholder missions to project area.

Required Skills and Experience

Education:

Master’s Degree in rural development, peacebuilding, political or social science, international studies, public administration, economics, or any other related field.

Experience:

  • 5 years of relevant experience at the national or international level in providing project management services.
  • Hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organizations and national governments;
  • Experience in facilitating conflict analysis, training and other capacity development on mainstreaming conflict sensitivity, do no harm and managing projects with livelihoods, peacebuilding and Rule of Law components;
  • Good experience and familiarity with UN, NGOs and civil society work;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems;
  • 3 years of work experience in a conflict context will be an asset;
  • An understanding of the conflict in Darfur and a broader Sudan context will be an asset.

Language Requirements:

  • Excellent command of English both written and Oral;
  • Knowledge of Arabic is an asset.
