Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.  
DRC Lebanon is currently delivering programming in protection, housing, infrastructure, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. DRC has five offices spread throughout Lebanon in, Beirut, the Bekaa, Saida, Tripoli and Qobayat.
 
About the job 
Under the supervision of the S&I Area Manager, the Senior officer will in charge of Implementing all Shelter and infrastructure related projects in Akkar.
Your main duties and responsibilities will be:
• Implementing all S&I related activities in line with DRC Shelter an Infrastructure methodology and phases (including assessment, agreements with landlords, and preparation of tendering documents, supervision of the execution and hand over), according to the set plan and allocated budget. 
• Ensure the implementation and delivery of the rehabilitation and other shelter component according to DRC programs. 
• Organize, plan and oversee the various S&I kit distributions including winterization, fire prevention, LRK, NAK, MRK. 
• Conduct daily and weekly site visits and monitor ongoing works and implementation. 
• As guided by the Area S&I Manager, oversee and ensure achievements of targets according to DRC and donors’ requirements through overall management of the Shelter and Infrastructure programming in Akkar. 
• Drafting layouts, technical drawings and bill of quantity (BoQ) for potential and final sites targeted under the rehabilitation assistance component. Monitor, evaluate and suggest changes and improvements in the project and materials based on observations, implementation and discussions with team and stakeholders. 
• With the support of the Area S&I Manager, conduct visits and meetings with the local authorities and stakeholders to completes necessary agreements and build a common understanding of DRC planned work. 
• Work closely with other DRC sector (incl. Protection, Community empowerment and governance, Livelihoods, Direct assistance, etc) to ensure that the S&I work is in line with DRC integrated programs. 
• Prepare weekly and monthly technical and progress reports in addition to the day to day management and supervision of the relevant S&I team staff.
 
About you
To be successful in this role we expect you to have a Bachelor in Civil or Mechanical engineer, Architect or other related engineering field of study. Moreover, we also expect the following:
 
Required
• At least 3 years’ experience working in the Shelter and/or infrastructure sector in non-governmental organizations 
• Experience in preparing layouts, designs, specifications and Bills of Quantities. 
• Experience in managing a team and the implementation of shelter/housing and infrastructure projects 
• Demonstrated competence in the use of Microsoft Office, Excel and AutoCAD 
• Good communication skills and experience in working/dealing with local authorities, land owners, Moukhtars, Beneficiaries and other stakeholders. 
• Fluency in English and Arabic communication-speaking and writing.

We offer 
Contract length: until 31 December 2018 
Level:  C+1 
Monthly Basic Salary: 1850 USD 
Duty Station: Akkar 
Start date: October 2018
