ORGANIZATIONAL CONTEXT

The Government of Nepal (GoN) has received contribution from Adaptation Fund (AF) to execute a project entitled “Adapting to Climate-Induced Threats to Food Production and Food Security in the Karnali region of Nepal". Following the recommendations from the GoN, the World Food Programme (WFP) of the United Nations has been selected by the Adaptation Fund to implement the project activities in the capacity of a Multilateral Implementing Entity (MIE). The project will be executed in line with the Government's National Adaptation Programme of Action (NAPA) and national framework for Local Adaptation Plans of Action (LAPA) in Kalikot, Jumla and Mugu districts. The project period is four years. The project’s goal is to increase the adaptive capacity of climate vulnerable and food insecure poor households by improved management of livelihood assets and natural resources in the above districts of Karnali region. Its objectives are the following:

  • Strengthened local capacity to identify climate risks and design adaptive strategies;
  • Diversified livelihood and strengthened food security for climate vulnerable poor households in target areas;
  • Increased resilience of natural systems that support livelihoods to climate change induced stresses.

This project is aligned with WFP Nepal Country Strategic Plan (CSP) 2019-2023 Strategic Outcome 3. The job holder will work under the supervision of WFP Strategic Outcome Manager/Country Programme Coordinator, receiving guidance and regular feedback from Country Director and Head of Programme on work performed. S/he will work closely with the designated government officials in Ministry of Forest and Environment (MoFE).

JOB PURPOSE

To provide support to policy and programme activities that effectively meet WFP Nepal Country Strategic Plan (CSP) 2019-2023 operation needs.

Background:

WFP Nepal’s Country Strategic Plan (CSP) 2019-2023 will be reviewed and approved by the WFP Executive Board in its session of November 2018 and it will become effective in January 2019. It aims to contribute to five Strategic Outcomes (SOs) that are aligned to five Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the five SOs.

Under the Integrated Road Map (IRM), WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking resources used for implementing the activities to the results achieved.

The five Strategic Outcomes (SO) are:

  • SO 1: affected populations in Nepal have timely access to adequate food and nutrition during and in the aftermath of natural disasters and/or other shocks.
  • SO 2: Food Insecure people in targeted areas have improved nutrition throughout the key stages of the life-cycle by 2025.
  • SO 3: Vulnerable communities in remote, food-insecure areas of Nepal have improved food security and resilience to climate and other shocks by 2030.
  • SO 4: The Government of Nepal has strengthened capabilities to provide essential food security services and respond to crises by 2023.
  • SO 5: Government efforts towards achieving Zero Hunger by 2030 are supported by inclusive and coherent policy frameworks across all spheres of government by 2023.

KEY ACCOUNTABILITIES (not all-inclusive)

S/he will have the overall responsibility to provide technical support to Ministry of Forest and Environment (MoFE) and facilitate the implementation of Adaptation Fund (AF) funded Project activities, and other climate change related interventions implemented in collaboration of MoFE and WFP.  The job holder will work under the supervision of WFP Strategic Outcome Manager/Country Programme Coordinator, receiving guidance and regular feedback from Country Director and Head of Programme on work performed. S/he will work under the guidance of Joint-Secretary/Chief of Climate Change Management Division, MoFE, and work closely with Programme Manager assigned by MoFE, MoFE-Climate Change Section and project team members at Project Support Unit (PSU) in MoFE and support to National Project Steering Committee (NPSC) and coordinate among the key stakeholders. The key responsibilities include:

Technical and operational support:

  1. Coordinate the implementation of all programme components and activities as described in the AF project document while ensuring compliance with NAPA, LAPA and WFP guidelines and procedures so as to guarantee proper use of resources.
  2. Assist the Programme Manager (MoFE) in conducting the National Project Steering Committee meetings and programme related other meetings at the national level.
  3. Be responsible in assisting MoFE to fulfil its roles in planning, implementation, monitoring/evaluation and reporting of the project activities.
  4. Supervise and coordinate the production of project outputs to the required standard of quality and within the specified time and costs as outlined in the Standard Operating Procedure (SOP). Mobilize all project inputs in accordance with procedures as agreed in the Project Document.
  5. Manage the SoPs, procedures, and the human and financial resources with transparency to ensure a high level of efficiency.
  6. Ensure that programme activities are planned based on programme criteria and implemented effectively to meet programme targets.
  7. Oversee and ensure timely submission of the Annual Project Performance Report, quarterly technical reports, quarterly financial reports, base-line, mid-term and final evaluation reports, Project completion report and financial reports; and other reports as may be required by AF and WFP. Coordinate the preparation of all reports, both narrative as well as financial (including monthly and quarterly progress reports).
  8. Provide regular updates to WFP on the project progress and participate in the meetings organized at WFP.

Coordination and capacity strengthening support:

  1. Coordinate the work of the Project Support Unit (PSU), project staff, consultants and Cooperating Partners.
  2. Coordinate activities closely with other climate change related projects executed by government and other stakeholders.
  3. Assist MoFE officials in ensuring timely monitoring of the field activities in order to track progress of implementation at the field level and report any issues or problems that may arise to MoFE- Climate Change Management Division.
  4. Assist to integrate provisions of climate change policy and strategies in other development activities of MoFE including the planning and budgeting for climate change adaptation and mitigation activities.
  5. Assist relevant government agencies and Cooperating Partners in the development of essential skills through training workshops and on the job training, thereby upgrading their institutional capabilities.
  6. Work as an interface between MoFE and WFP for coordination and collaboration on AF-project and other climate change initiatives.
  7. Undertake any other responsibilities assigned by MoFE/PSU and WFP.

STANDARD MINIMUM QUALIFICATIONS

Education: Masters/Advanced University degree in a relevant discipline: environmental science, climate change, agriculture, forestry, economics, social sciences, international development or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Knowledge & Skills:

  • Must have excellent command in MS office including various web-based tools/applications;
  • Nepali Typing skills and driving skills are added advantages.

Language:  Excellent written and oral communication skills in Nepali and English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 4 years of relevant experience in project management/quality assurance and monitoring associated with climate change adaptation and mitigation and/or climate finance;
  • Demonstrated knowledge and working experiences with the government and international agencies’ system and procedures;
  • Managerial experience of climate change, food security, forestry and livelihoods development programmes;
  • Knowledge of National and International policies and strategies related to food security, agricultural development and climate change;
  • In depth knowledge of organization policies and procedures relating to project management;
  • Expertise and experience in climate change and relevant sectors such as energy, forestry, agriculture, water and cross-cutting issues such as gender, private sector etc;
  • Proven experience in partnership building and networking;
  • Excellent knowledge of and experience of result-based management (RBM) methodologies and tools (project and programme management, design, monitoring and evaluation) and report writing;
  • Ability to work in a multi-disciplinary and diverse team with proven interpersonal skills;
  • Experience of working in Karnali and other remote geographic areas of Nepal and ability to frequently visit the project sites.
  • Experience of working in donor funded project, for the Government of Nepal and UN is an asset.
