BACKGROUND

In February 2018, the Danish Refugee Council (DRC) established the Mixed Migration Centre (MMC). MMC brings together various existing regional initiatives – hosted or led by DRC – engaged in data collection, research, analysis and policy development on mixed migration issues into a new global network of mixed migration expertise. The MMC is a leading source for independent and high-quality data, information, research and analysis on mixed migration. MMC aims to support agencies, policy makers and practitioners to make well-informed decisions, to positively impact global and regional migration policies, to contribute to protection and assistance responses for people on the move and to stimulate forward thinking in the sector responding to mixed migration. DRC and MMC aim to establish an MMC hub in Tunisia, focusing on the North African region as part of the global MMC network which also includes regional hubs in West Africa, East Africa, the Middle East and Asia.

North Africa is characterized by fast-evolving and complex population movements. Many countries in the region are countries of origin, destination and transit at the same time. People on the move from various regions, including West Africa, East Africa and the Middle East, arrive in various North African countries including Libya, Algeria, Morocco and Tunisia, either to stay and look for work or transit onwards across the Mediterranean Sea to Europe. The countries play an increasingly important role in relation to the European Union’s attempts to control the movement of refugees and migrants to Europe. A growing evidence base points to the dire conditions and violence that face many refugees and migrants in the region, including those in detention in Libya. 

Since 2016, DRC/MMC have been implementing the Mixed Migration Monitoring Mechanism initiative (4Mi) in Libya, which is now about to start up in Tunisia as well. 4Mi collects data through in-depth structured interviews, identifying protection risks, conditions, experiences and trends faced by people on the move. 4Mi fills information gaps around protection and vulnerabilities with a view to informing policy and humanitarian programmatic response as well as enhancing sector understanding and knowledge on migration dynamics.

MMC aims to provide a comprehensive regional, as well as cross-regional understanding of mixed migration dynamics across the African continent. It therefore aims to expand the current focus on Libya and the 4Mi project and establish a regional MMC hub, similar to the already existing hubs in Amman, Dakar and Nairobi. 

To lead this process, DRC/MMC is recruiting a manager for MMC North Africa.

 

About the job

As the Mixed Migration Manager for MMC North Africa, you will be responsible for the overall strategy and implementation of the MMC. Your main duties and responsibilities will be:

  • Manage the MMC North Africa and its team, currently a 4Mi Project Manager and 3 4Mi project staff
  • Manage projects funded by various donors, including DFID, EU and SDC. This includes donor reporting and outreach
  • Develop the expanding role of MMC North Africa, including strategy development and fundraising
  • Develop, in close coordination with the DRC Regional Office and MMC Geneva the strategy and work plan for MMC North Africa
  • Maintain and manage the regular dissemination of MMC products such as monthly summaries, trend analysis, maps and research reports and papers
  • Coordinate and manage sector-leading research initiatives and analysis. Produce high-quality research output (report, papers, articles) and in-depth analysis on trends in mixed migration in the region
  • Maintain the regional page of the MMC website. Continue to develop MMC North Africa reputation as the go-to resource on mixed migration in the region.
  • Manage external consultants working on research projects
  • Take overall responsibility for the Mixed Migration Monitoring Mechanism Initiative (4Mi) in the region. Closely manage the 4Mi project manager to ensure the quality of the 4Mi programme
  • Contribute to DRC/MMC policy influencing in the region
  • Represent MMC North Africa in regional fora (conferences, working groups, etc.) and coordinate with relevant regional partners (IOM, UNHCR, other UN agencies, NGOs, donors and embassies, etc.)
  • Closely coordinate with the DRC Regional Office, including regional and country protection staff to create effective synergies and contribute to evidence-based programming and advocacy. Participate in relevant DRC internal meetings
  • Closely coordinate with the DRC regional office for North Africa, MMC Geneva and the other MMC regional hubs

About you

To be successful in this role we expect you to have strong project management skills, a dedicated interest in mixed migration flows with proven experience in leading and conducting research.

  • Advanced university degree in International Political Sciences, Social Sciences or similar;
  • A minimum of 7-10 years of experience in a relevant international position
  • A minimum of 3 years of people management experience
  • Strong background in migration and having a clear understanding of the regional mixed migration dynamics in North Africa
  • Strong analytical and writing skills in English and French is essential; good command of Arabic is a strong advantage
  • Proven track record of publications on migration
  • Proven experience in leading and conducting research
  • Proven programme management skills
  • Field protection experience is an added advantage
  • Excellent communication and networking skills
  • Excellent human rights/protection knowledge and solid knowledge of international refugee law

 

REPORTING ARRANGEMENT

The MMC North Africa manager will report to the DRC North Africa Regional Director, with a technical line to MMC Geneva.

 

WE OFFER

The position is placed in Tunis, with regular travel within the region. This is an unaccompanied position.
