1.      Organizational Context

 

a.    Organizational Setting

 

The post is located in the Laws and Treaties Database Section, Global Databases Division, Global Infrastructure Sector.

 

b.    Purpose Statement

 

The section responsible for developing and maintaining the WIPO Lex public database with the goal of making it the world's most comprehensive collection of IP laws and treaties.

As Head of the Section the main role of the incumbent is to take responsibility for the strategies, planning and management of the development, updating and maintenance of WIPO Lex, a database of Intellectual Property (IP) national legislation from a broad range of countries.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Director of the Global Databases Division.

 

d.    Work Relations

 

The incumbent works in collaboration with the Heads of other sections, particularly in the IT and legal services.  

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Manage the Laws and Treaties Database Section, in particular with regard to personnel, budget, procurement and strategic planning.

 

b.   Promote and advance the global development of WIPO Lex to ensure it becomes a world premier database for searching laws and treaties.

 

c.   Ensure the further development of the WIPO Lex search engines, making use of appropriate technological advances, ensuring control and security mechanisms are established, developing programming standards and monitoring quality control.

 

d.   Establish and maintain efficient quality control procedures to ensure the authenticity and accuracy of laws and treaties held in WIPO Lex database.

 

e.   Monitor the operation and daily maintenance of internet systems administered by the Section.

 

f.    Provide advice and support to the Director of the Global Databases Division on all relevant technical and managerial issues and prepare Program Performance Reports.

 

g.   Participate in training sessions, international conferences and seminars/workshops on IP matters to promote WIPO Databases.

 

h.   Identify the needs of users and the need for new functions, conduct feasibility studies especially for new systems that can be integrated with existing systems and technology, and explore new technological solutions to cover them as required, including image similarity search, linguistic tools and other advanced search capabilities.

 

i.    Perform other duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in law or a closely related discipline.  A first-level university degree plus two years of relevant professional experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

Desirable

Advanced university degree with a specialization in international law.

 

Experience

Essential

At least seven years of professional legal experience, including in the area of international or comparative law.

Desirable

Experience in management and design of databases.

 

Language

Essential

Excellent written and spoken knowledge of English.

 

Desirable

Knowledge of other official UN languages.

 

Job Related Competencies

Excellent knowledge of IP law and treaties at international and national levels.

Good working knowledge of modern database design and management and good level of general IT knowledge.

Excellent management, organizational and supervisory skills.

Proven analytical skills.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the September 2018 rate of 75.1%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
