Job Description

Job Overview/Summary:

Under supervision of the Operations Manager, the Sr. Supply Chain Officer in Baghdad will be responsible for supporting the smooth running of the overall support system to IRC’s programs in central Iraq.This includes administrative support, logistics, procurement, transport management of the Baghdad office as well as support to the field offices in south central Iraq. This position is based in the Baghdad office but may require travelling to other locations within Iraq.

Major Responsibilities:

Support program through implementation and management of the following sub-areas:

1.Administrative Support and Transportation

·Manage office equipment, ensuring that all equipment are maintained and supplied with the required consumables to work efficiently.

·Provide support for arranging travel, accommodation and orientation for staff and visitors.

·Negotiate and maintain records of rental contracts.

·Manage the process of obtaining Iraq visas for international staff of IRC Iraq program.

·Coordinate with the SC officer and local government departments to facilitate the process of obtaining visas

·Conduct regular field visits to receive feedback and provide support to field offices.

·Ensure that vehicles are well maintained and safe

·Oversee training of drivers as necessary in IRC transportation rules.

·Ensure that IRC fleet is allocated in a transparent and correct manner.

·Establish and enforce good fleet management practices, including driver supervision and dispatch mechanisms.

·Ensure that there are enough vehicles under contract to allow programming to proceed unhindered as per the budget in the grants

·Closely work with Security and filed office SC team in implementing IRC security and safety procedures during travel

2.Asset and Inventory Management and Accountability

·Ensure the correct IRC policies are correctly implemented on Asset control and management and that returns are done in a timely manner

·Ensure correct IRC procedures are carried out on inventory management and correct documentation is produced by the program staff

·Maintain and update Asset Register, including details of asset transfer, asset repairs, asset disposals, breakdowns and purchase of new assets and attractive items

·Ensure all assets are tagged and relevant forms are signed before issued to staff members or sent to the field offices

·Ensure all office and guesthouse furniture and inventory are accounted for and have inventory numbers

3.Procurement

·Ensure that all supplies, services and equipment required by implementation teams are procured and delivered on time by following the procedures of Procurement Manual and implement them according to the situation, including emergency procurement protocol and sole suppliers.

·Routine communication, coordination and planning with implementation teams regarding the order and delivery of supplies.

·Support the process of identifying capable suppliers in different cities and towns where IRC programs are operating and ensure that the field offices in governorates are following the correct policies IRC Supply Chain.

·Preparing Bid Analysis for the programs and office supplies, trainings and maintenance.

·Work closely with the tendering committees for the Master Purchase Agreements and Master Service Agreements of Baghdad office and preparing the minutes of Bid-opening/evaluation committees, Bid-Analysis of all tenders of Baghdad office according to IRC procurement policy and Donor’s regulations and submit them to the Operations Manager for the reviews

4.Documentation and Reporting

·Conduct monthly spending and projection of the vehicle rental budget lines and provide feedback to the Operation Manager and Senior Area Coordinator

·Analyze PRTS in order to ensure that all procurement is carried out efficiently and in a timely manner, follow up on any delays.

·Review and verify monthly inventory report, ensure proper filing. Consolidate data from the inventory report for SC Monthly Report to be submitted to the Field Coordinator.

·Update and maintain the service contract tracking document on Monthly basis.

5.Staff Supervision

·Set clear performance objectives for staff supervised and ensure that they are understood. Evaluate staff supervised at probation end and on annual basis.

·Review and approve/endorse timesheets of staff supervised on a monthly basis and travel and leave requests when the requests are made.

·Work closely with finance on review of proper coding of expense and action points from GRM particularly related to operational expenses

·Establish and maintain good team sprit in Supply chain and IT team who strive to provide quality and timely service to program team

·Build the capacity of the new hired SC staff members by providing trainings and orientation.

Key Working Relationships:

Position Reports to: Operation Manager, Baghdad

Position directly supervises:Admin Supply Chain Officer, Supply Chain Officers

Indirect Reporting: 3 Logistic Officers and 2 supply chain officers

Other Internal and/or external contacts:

Internal: Field offices in Anbar, Salahedin, Kirkuk, Kerbala, as well as IRC Erbil Office,

External:vendors, contractors and Government departments.


Qualifications

  • Bachelor degree in business administration or social sciences preferred
  • Minimum 3 years’ experience in administrative management, preferably in an NGO environment
  • Excellent oral and writing skills in English
  • Excellent computer skills, including MS Office, Google docs, and Internet applications
  • Must be organized, efficient and able to multi-task with minimum supervision
  • Ability to work independently in a rapidly changing professional environment with a view towards establishing procedures and protocol that will ensure optimal functioning of the operation
  • Excellent interpersonal, organizational, and time management skills

·Must be detail-oriented
