STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses;

Experience:

  • 4 to 6 years of postgraduate professional experience in public sector management, Administration, Finance and Procurement;
  • Experience in financial management, reporting and budgeting is required.Strong experience in interagency coordination and project monitoring
  • Proven experience of engaging with government entities on import/licencing related matters.

Language:

  • Fluency in oral and written English.
  • Knowledge of Arabic is desirable

ORGANIZATIONAL CONTEXT

Under the general supervision of the Inter Agency Coordinator, the incumbent will manage Inter Agency Budget for Sudan, in close coordination with IA Project team and WFP Finance unit incumbent will maintain a system to monitor and forecast cash requirements to meet administrative and project expenditures. In addition incumbent will provide support in all activities relevant to complying with the procedures set by Ministry of Foregin Affairs (MoFA), so as to facilitate the adequate completion of all import and customs related processes to ensure appropriate and timley delivery of required clearances and/or approvals for all IA related requests pertaining to UN agencies under IA services.

KEY ACCOUNTABILITIES (not all-inclusive)

Key tasks and responsibilities:

  • Create and review IA project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimise resources.
  • Monitor and forecast cash requrements for the IA project;
  • Advise IA coordinator on all financial and budgetary matters;
  • Track payments and IA account movements;
  • Collate and analyse data for the preparation of accurate and timely monthly reporting, in order to provide financial, accounting and budgetary information;
  • Prepare annual budget reconciliation report for the IA project;
  • Build and maintain the partnership with WFP stakeholders, other UN agencies and government offices;
  • Provide information and guidance to the UN IA community in the preparation and submission of applications related to the IA project, together with the required documentation;
  • Follow up on import/licensing related issues with the goventment authorities (MoFA, NTC etc.)
  • Follow up on existing and new equipment shipments on behalf of IA;
  • Provide equipment/licences status reports to IA community on a regular basis;
  • Follow up and respond to all emerging import/licensing issues and demands with the concerned authorites at MoFA and whenever necessary, in conjunction with relevant officials of other UN entities;
  • Maintain a comprehensive and up to date database on the status of all IA requests to enable adequate tracking and appropriate action to be taken towards ensuring validity of documentation.
