Job Description

The IRC has a rich history of assisting refugees to apply for U.S. resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Over the years, IRC has processed some half million refugees worldwide for U.S. resettlement.

Based in Bangkok with four field offices in Thailand and Malaysia, the IRC Resettlement Support Center (IRC-RSC) assists persons throughout East Asia seeking permanent resettlement in the United States. RSC prepares refugee applications for the U.S. Refugee Admissions Program, provides information to resettlement agencies about arriving refugees and offers cultural orientation training to those refugees bound for the U.S.

Job Overview/Summary: The Casework Manager - Roving (CWMR) ensures a high level of both general processing and casework services on behalf of refugee applicants to the USRAP through leadership, supervision, casework management and quality control. The CWMR is responsible for daily management of assigned workloads, particularly for the Roving Casework unit. The CWMR performs other office functions outside of the general responsibilities as assigned by immediate supervisor. The CWMR supervises up to four Roving Caseworkers. The position reports to the Senior Casework Manager. This position, while falling within the Casework Department, may spend a portion of the contract seconded to other departments within the organization and/or USRAP partner organizations.


Qualifications

Major Responsibilities:

  • Assist in leading and managing various aspects of case processing operations
  • Act as subject matter expert for high priority caseloads as assigned
  • Implement strategies to ensure efficient and timely delivery of casework services to refugees
  • Train, monitor, shadow and provide feedback to RSC Roving Caseworkers (CWRs)
  • Provide daily management of assigned staff and tasks
  • Maintain high quality control levels of case files for USCIS presentation
  • Perform advanced casework on complex cases
  • Analyze and direct the administrative casework needs of specialized caseloads
  • Conduct prescreening interviews in a manner demonstrating a senior level of understanding of case and circumstance complexities and details
  • Analyze processing systems to reach pre-screening and quality control targets
  • Interface with partner agencies and refugee representatives in a professional manner
  • Ensure workload completion in time requested and keep supervisors advised of workload challenges
  • Provide statistics on accomplished work
  • Perform assigned administrative office tasks
  • Other duties as assigned

Job Requirements

 Education:

  • Minimum college Diploma with Psychology or Sociology backgroundor equivalent to 3 years of relevant professional experience preferred

Work Experience:

  • Candidate with a minimum of 2-3 years of relevant resettlement processing experience is required
  • Candidate with previous working experiences/direct or indirect engagement with NGOs and any other humanitarian exposure is highly desired
  • Previous exposure in a multi-cultural environment is advantageous

 Demonstrated Skills and Competencies:

  • Proven people management and leadership skills: ability to lead a team and promote productivity in a positive work environment
  • Excellent interpersonal skill: ability to communicate and work effectively and professionally with partners and colleagues in a cross-cultural, multi-disciplinary environment
  • Ability to conduct training, presentation inter-department and cross department (big or small groups)
  • Ability to manage team’s performance; provide regular feedback
  • Ensure compliance of policies and procedures by team members; with a professional and constructive attitude, as and when needed able to send proposal for policy and procedures improvement
  • Able to do advanced QC on reports
  • Good communication skills with pleasant demeanors
  • Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines and work well under pressure in a fast-paced team environment
  • High level of professionalism while carrying duty as per the SOPs i.e. integrity and high confidentiality during interaction with refugees

Computer and Language Skills: 

  • Computer Literacy – high level of competence in Ms Office i.e. Word, Excel, and PowerPoint, Outlook
  • Excellent verbal and written English language skills

 Certificates or Licenses:

  • Not applicable, unless required by law and/or organization to carry out official duties

Others:

  • Able to travel whenever required
