ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). The Job holders report to a Head of the Unit, Chief or IT Solutions Developer.
At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis.

JOB PURPOSE

The purpose of this function is to (re-)design a Nutrition programme monitoring web-based database with offline capacity for data entry; this includes testing of the database and training of relevant nutrition and M&E staff on operating the database.

KEY ACCOUNTABILITIES (not all-inclusive)

  • A web-based application with offline capacity for data entry, and basic standard data analysis and reporting
  • Well-suited with desktop computers, laptops and tablets with any of the following browsers: Firefox, Google Chrome, Internet Explorer
  • Different level user facilities
  • Available in English – and if feasible Bangla, with easy switch
  • Dropdown menu feature
  • Data Validity Checking
  • Analysis of inputs, outputs and outcome indicators (See annex for details)
  • Warning on sub-optimal performance per centre against Sphere standards
  • Graphical and Tabular representation of summary and trends reports by month, year, a certain time fame, programme, partner, centre, age group and sex, and upazila level
  • Data migration for import and export, compilation, data analysis (statistical software) and representation (reporting and graphics)
  • Hierarchy and approval system from data entry and reporting generated at field level via sub-district/district/country level
  • Data can be seen instantly after synchronisation at sub-district/district/country level

OTHER SPECIFIC JOB REQUIREMENTS

The web-based database will be able to do the following output and analysis:

  • Inputs, outputs and outcome analysis by by month, year, a certain time fame, programme, partner, centre, age group and sex, and upazila level
  • Cooperating Partner Distribution Report (CPDR) data entry interface for MAM treatment and prevention programme
  • Anthropometry (Weight, Height, MUAC and Odema) data entry interface for each child measured in Growth Monitoring and Promotion (GMP) point
  • Create summary tables and graphs by month, year, a certain time fame, programme, partner, centre, age group and sex, and upazila level
  • Standard graphs with the flexibility of selecting/deselecting variables
  • Export tables and graphs to PDF, Excel and Word allows editing the graph format
  • Export raw data to Excel and others statistical software (e.g. Epi-info and WHO anthro)
  • Migrate/export/import data from/to previous programme data and GMP database, SCOPE, DHIS, CP (e.g. ACF) nutrition database and COMMET.
  • Trend analysis of different types of entries and exits (monthly, yearly or certain time period

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree or diploma in computer science or engineering related field

Experience : 05 (Five) years of practical work experience with Software Development Lifecycle

Language: Fluency in both oral and written communication in Bangla and English.
 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in designing and developing enterprise scale .NET applications.
  • Expertise with the .NET Framework 4.0 or greater using the C# programming language.
  • Experience with web experience with ASP.NET MVC, Web Forms, or .NET Core
  • Experience with Client-side programming/scripting technologies (HTML/HTML5, CSS/CSS3, JQuery, and JavaScript)
  • Expertise in developing moderate to complex SQL (Stored procedure, view, trigger) in MS SQL Server
  • Experience of working using ORACLE will be preferred
  • Working experience in web-based reporting in .net platform RDLC, SSRS, Crystal Report
  • Experience in developing dashboard/infographics will be mandatory
  • Ability to work independently and be a flexible, self-motivated team player.
  • Able to use good judgment when analyzing the impact of code edits or additions to existing code.
  • Able to maintain existing codebase, to include troubleshooting bugs and adding new features
  • Able to prepare relevant documentation, including business cases and user requirements before undertaking the development of applications
  • Testing, including defining/supporting acceptance testing and gathering feedback from pre-release testers

TERMS AND CONDITIONS

Contract Type : Special Service Agreement (SSA)

Contract Duration : Six (06) months

Duty Station : Cox's Bazar, Bangladesh

Nationality : Bangladeshi Only

Monthly Salary : BDT 10,3091.00
