RRM Field Emergency Coordinator

Background

The Danish Refugee Council (DRC) has been providing relief and development services in Yemen since 2008. Using right-based approaches, DRC has mainly focused on refugees, migrants and internally displaced People by conflict and natural disasters. Programs include WASH, protection, Food security/livelihoods and mine risks education, amongst others. DRC has hub offices in Sana’a, Aden, Hodeida and several sub-offices throughout Yemen.  In response to the humanitarian needs and the resulting increase of conflict affected population in Yemen, DRC is seeking the services of a qualified Filed Emergency Coordinator to support our emergency mobile rapid response team in Hajja.

Job Title: Field Emergency Coordinator  

Location: Hajja

Contract:  Standard till 31st December 2018, extendable based on performance and funding.

 

 

Purpose

The Emergency M&E Coordinator will provide technical leadership to the Emergency Rapid Response team and oversee all M&E activities of the emergency response including assisting program teams in defining indicators, develop data collection tools and protocols, training for DRC, partner and casual staff, and providing technical guidance and quality control of all data collection, management, analysis, and reporting across the project. The Emergency M&E Coordinator will collaborate closely with program and MEAL teams at the field level, Sector Managers at the Country Office level, and the Country MEAL Manager. She/he will report to the Emergency Coordinator. The M&E Coordinator will ensure that programme M&E efforts are in line with DRC, Cluster and Donor standards.

Responsibilities

Conduct multi-sectorial rapid assessments

1.     In close collaboration with DRC’s MEAL Manager, Sector Managers, Emergency Coordinator, take the lead in  developing relevant data collection tools and systems to ensure the timely collection of high-quality data;

2.     Provide ongoing technical assistance field-based emergency implementing teams in the implementation of M&E plans, the application of data collection tools, data management and quality checks, and data analysis and reporting

3.     Develop project M&E plans, standards, and protocols for the RRT based on the project logframe and DRC’s  standards and procedures

4.     Capture RRM learning experiences, document and disseminate them internally and externally in collaboration with the Emergency Coordinator and DRC’s MEAL Manager and participate in learning events as relevant

5.     Lead evaluation efforts such as PDMs, emergency real-time evaluations, internal baseline and end line KAPs, case studies as needed

6.     Coordinate and conduct capacity building for emergency response staff, as well as partner organizations where appropriate, on monitoring and evaluation to build the knowledge and increase skills for high quality M&E practices and the regular use of M&E data in programmatic decision-making-relevant training may range from basic M&E concepts, qualitative and quantitative methods of data collection, analysis, management, presentation and interpretation of M&E data

7.     Conduct regular visits to field sites to provide oversight, coaching and mentoring for project and technical M&E and program staff that standards and procedures are implemented effectively and meet the highest quality standards;

8.     Ensure compliance with DRC and international policy, procedures and practices throughout emergency response activities, including adherence to Do No Harm principles

Qualifications & Preferred Skills

 

1.     University degree in statistics, mathematics, computer science, economics ,social sciences, public health, or a related discipline

2.     A minimum of two (2) years of experience within the  humanitarian sector

3.     Proven abilities in translating logframes/results frameworks into monitoring plans, developing data collection tools and protocols, data collection and management, use of databases, and data analysis

4.     Proven technical skills in monitoring and evaluation and experience with qualitative and quantitative data collection and analysis

5.     Strong writing skills and ability to present and explain monitoring data to expert and non-expert audiences

6.     Excellent analytical, presentation, and report writing skills

7.     Experience using common software applications such as MS Excel, Access, or statistics software such as SPSS, STATA

8.     Previous experience with electronic/mobile data collection (Kobo Collect, CommCare) and GIS mapping preferred

9.     Analytical skills, observation and analysis capacity.

 

Languages

Spoken and written Arabic and English are essential.
