ORGANIZATIONAL CONTEXT

This job is located in the WFP, Headquarters, Division for Human Resources (HR), HR Operations and reports to the HR Officer, Social security Specialist under the general supervision of the Chief HR Operations.

JOB PURPOSE

Support HR operational activities as related to specialized services in the area of Social Security, responding to queries from clients on the day-to-day activities and advising them on their related entitlements applying human resources policies, rules and regulations as well as standards related to Social Security Benefits (i.e. Pension, Medical and Life Insurance schemes, Compensation Plan for service-incurred Accidents, Illnesses and Death). 

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support in the development of strategies, policies and plans in line with UN Common System (Staff Representatives, Joint Committees, Senior Management).
  • Provide support to the HR Officer- Social Security Specialist in performing activities related to the Terms of Reference of the Staff Pension Committee (SPC) under UNJSPF Regulations, Rules and Pension Adjustment System of the UNJSPF.
  • Collate data and prepare background information and required analysis to UNJSPF for review and reconciliation of periodic financial and human resources system via WINGS and other possible applicable systems; prepare benefit estimates, final benefits calculations and estimates for staff members and retirees.
  • Conduct straightforward data analysis and process UNJSPF separations, validations, restorations, contributions and other entitlements. Calculates compensation annuity benefits, ensure benefits are regularly reviewed and adjusted with relevant COL adjustment’s
  • Provide interpretations, guidance and advice to staff, participants and beneficiaries with respect to policies, operational requirements as related to social security matters and draft recommendation, draw up statistics, update trends and compile periodic reports relating to pension and compensation benefits for senior managers, UNJSPF and Third Parties.
  • Contribute to effective communication with clients on a variety of matters concerning UNJSPF entitlement, UNJSPF Rules and Regulations, on Staff Compensation Plan and on disability benefits.
  • Support the HER- Officer - Social Security Specialist in the role of focal point for all Social Security matters, safety Module in Cority, analyse a large volume of documentation of confidential and sensitive nature.
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.


Experience: One or more years of postgraduate professional experience in Human Resources with focus on administration of employee benefit programmes/social security matters.


Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
 

OTHER SPECIFIC JOB REQUIREMENTS

  • Knowledge of employee insurance schemes is an asset.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Ability to work accurately under pressure and to establish priorities.
  • Client-oriented with a high sense of customer service.

TERMS AND CONDITIONS

Non-Rotational Nature

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.

Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
