ABA ROLI seeks an independent evaluator to conduct an external review of a grant-funded program focused on strengthening investigation of trafficking in persons cases & services for victims in Jordan. The program has two objectives focused on supporting improved comprehensive services for victims of trafficking and institutionalizing victim-centered investigations of TIP cases.

The overarching methodological framework will consist of mixed methods - including desk review of reports, review of available quantitative data, and collection of qualitative data through interviews with key stakeholders and activity participants. The specific methodology will be finalized with the program team. The valuator may be asked to develop surveys and assessment tools to use during the evaluation.

This will be a short-term assignment, approximately 20 days, with approximately a one week visit to Jordan.

Responsibilities

  • Assess the relevance, effectiveness, efficiency and sustainability of the program
  • Prepare a comprehensive report of findings and finalize it with feedback from ABA ROLI
  • Produce a broader scope of possible program activities based on results of the evaluation
  • Identify areas/approaches for follow-on programming

Qualifications

  • Advanced degree in sociology, statistics, education, law, and/or equivalent in relevant professional experience
  • Fluency in English required
  • 5 – 10 years of relevant professional experience conducting evaluations of large, grant-funded legal reform programs in a development context
  • Experience designing and measuring program progress against monitoring and evaluation frameworks
  • Experience in civil society capacity building and advocacy evaluation
  • Availability to travel to Jordan and conduct the in-country portion of the assessment the last three months of 2018
  • Experience working on trafficking-in-persons issues
