Organizational Setting
 
The Marawi siege that began in the latter part of May 2017 has caused severe destruction of facilities and more importantly loss of livelihoods and disruption in the food supply chain.
 
FAO is providing technical expertise and assistance to contribute to the achievement of the full recovery and rehabilitation process. FAO developed a document entitled FAO Response to Marawi and Affected Municipalities in Lanao del Sur, Emergency Assistance Linked to Short to Medium-term Recovery and Rehabilitation of the Agriculture and Fisheries Sector and the Food Supply Chain as basis for mobilizing external resources, including partnerships with other organizations to help in the achievement of the objectives to support Marawi.
 
FAO is also supporting the Task Force Bangon Marawi (TFBM) through its collaboration with Department of Agriculture (DA) and Mindanao Development Authority (MinDA) which are both members of the Sub Committee on Business and Livelihoods, in formulating the recovery and rehabilitation plan for agriculture and fisheries and the restoration of the food supply chain. The inter-agency task force was created by the President under Administrative Order no. 3, dated June 28, 2017 to work on the recovery, reconstruction and rehabilitation of Marawi City and other affected areas. Among its functions is the formulation and implementation of a comprehensive rehabilitation and recovery program based on a post-conflict assessment.
 
Reporting Lines
 
The National Disaster Risk Reduction (DRR) Specialist (DRR in Agriculture) will be under the overall supervision of the FAO Representative in the Philippines, the direct supervision of the Assistant FAO Representative (Programme), day to day guidance of the National Mindanao and Emergency Response Group (MERG) Leader and the Project Team Leader, will be responsible to perform the below tasks and duties.
 
The consultant will work closely with the regional and local officials of line agencies and local government units (LGUs) directly concerned with the implementation of the project, particularly in drawing their support and coordinating the activities of the project with the on going programmes of their respective agencies.
 
Technical Focus
 
  • Adequate knowledge of existing DRR strategies implemented on a  local and national scale 
  • Proven to work independently and as part of the team
  • Proven ability to handle technical discussions with government and other stakeholders
  • Sufficient experience in coordination is also an advantage
 
 
Tasks and responsibilities
 
  • Assess and analysing key documentation, including national, regional and provincial Disaster Risk Reduction (DRR) policies, frameworks and plans, relevant for DDR in Agriculture; including ongoing programs and projects and existing implementation frameworks for DRR actions in the Region; and preparatory work already done by Project TCP/PHI/3701 (E);
  • Identify key stakeholders to participate in the process of plan of action formulation and initiate technical discussion and information collation on subject matter. 
  • Lead in the technical preparation, facilitation and synthesis of brainstorming sessions with Project staff, Provincial Agriculture Officers of Lanao del Norte and Lanao del Sur, municipal agriculture officers and selected other DRR stakeholders working at the interface between DRR and agriculture to collect and collate views, expectations and inputs for the drafting and/or fine-tuning of the plan of action for DRR in agriculture;
  • Assist in the preparation of training modules on Climate Smart Agriculture, Resilient Rice-based Farming Systems, Early Warning Early Action including social protection;
  • Serve as resource person/facilitator in trainings within his/her technical competence;
  • Facilitate conduct of Climate Smart Farmer Field Schools;
  • Prepare a first draft of the plan of action for DRR in agriculture for the target municipalities in Lanao del Norte and Lanao del Sur, based on preparatory analysis, discussions, and the outcomes of the brainstorming sessions and other preparatory steps and documentation done by the Project;
  • Share the draft document for technical review (possibly in a form of 1 day seminar) with a small group of technical experts from FAO, Department of Agriculture Regional Field Office 10 (DA RFO X) and Department of Agriculture and Fisheries – Autonomous Region in Muslim Mindanao (DAF-ARMM), (including from provincial and municipal levels); and collate and incorporate their feedback before presenting the document at the regional stakeholder workshop;
  • Lead the technical preparation, facilitation and synthesis and one-day technical review workshops, and relevant training, with participation (at technical levels) of DRR in agriculture key stakeholders and partners at regional level. This includes the development of session schedules/structure; review assessment tools, moderation and analysis in drive the plan of action review and fine-tuning process. Around 40 participants representing all level of stakeholders should be invited;
  • Conduct a validation workshop inviting key stakeholders for 1 day session to review the draft final plan of action for DRR in agriculture;
  • Submit a final draft of the plan of action for DRR in agriculture for the target municipalities in Lanao del Norte and Lanao del Sur
  • Carry out any other relevant duties within his/her technical competence as may be requested by FAO.
 
Others
  • Provide regular feedback to FAO Emergency Coordination Office in Manila, Project Team Leader and relevant programme staff/personnel and government counterparts;
  • Ensure close liaison with the communication team in FAO Representation especially in producing informative pieces and materials for DRR, M&E and communication with affected populations; and
  • Carry out any other relevant duties within his/her technical competence as may be requested by FAO.

Minimum Requirements
 
  • The candidate must have an advance degree in agriculture, disaster risk reduction or management, development studies or rural development with complementary knowledge in development planning.
  • Must have at least five years of professional and practical work experience in the planning and implementation of rural development and/or Disaster Risk Management programmes/projects at the field or regional level;
  • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required; and

Technical/Functional Skills
  • Must have a proven experience in development planning, process facilitation and in participative training and extension methodologies, gender issues, and a good knowledge of the agriculture production systems and rural livelihoods in Lanao del Norte, Lanao del Sur or  Mindanao;
  • Must be familiar with the local rural setting in Northern Mindanao;
  • Ability to work effectively as part of a multidisciplinary team is of importance as is the ability to take leadership when appropriate;
  • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point).
