Organizational Setting
 
FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict. To help realize the larger goal of contributing to the attainment of sustainable peace and development and inclusive growth in the Bangsamoro areas, FAO interventions will include, among others\:
 
  • Introduction of various productivity enhancing technologies to improve household incomes and promote sustainable agricultural practices.
 
  • Technical assistance to government in reviewing existing policies that promote equitable agribusiness venture arrangements between farmers and agribusiness firms and capacity building activities for farmers that are anchored on the value chain approach.
 
  • Capacity building on enterprise development and agribusiness that will allow farmers, fisherfolk and local government units to maximize potential market opportunities.
 
Restoring and increasing the productivity of agriculture and fisheries-based livelihoods of smallholder farmers and marginalized fishers, decommissioned Moro Islamic Liberation Front (MILF) combatants and their families
Enhancing the competitiveness of farm households, particularly women, to establish and manage microenterprises
  • Facilitating the establishment of agribusiness enterprises with production-market contract agreements or similar arrangements
 
 
Reporting Lines
 
The National Mindanao and Emergency Preparedness and Response Group (natural and human-induced) - Team Leader will be under the overall guidance of the FAO Representative in the Philippines, and the direct supervision  of the Assistant FAO Representative  (Programme), the responsibilities of FAOPH Programme Unit Project Development and Management Team  - Group Leader for Mindanao and Emergency Preparedness and Response (including natural and human-induced disasters) cover two areas\: managerial responsibilities to the Mindanao and Emergency Preparedness and Response Group (MERG) and expansion of FAOPH portfolio through project identification, formulation, funding and implementation backstopping support.

  • Adequate experience in resource mobilization and knowledge in donor relations
 
 
 
 
Tasks and responsibilities
 
Managerial Responsibilities as National MERG Team Leader\:
 
  • Lead and manage the Mindanao and Emergency Preparedness and Response (including natural and human-induced disasters) Group of the FAOPH Programme Unit – Project Development and Management Team and its members;
  • Provide quality assurance and clearance on outputs of the team members and ensure submission in a timely manner;
  • Ensure continuity of work within the team by anticipating potential gaps and implementing solutions;
  • Contribute to further enhance the positive image and overall credibility  of FAO as a technical organization in the areas related to food security, nutrition, agriculture, environment, natural resources, disaster risk reduction and management (DRRM) and resilience building, climate change adaptation; and
  • Submit regular updates on the liaison activities with the Department of Agriculture and other government partners.
 
 
Expansion of FAO Portfolio Through Project Identification, Formulation, Funding  and Implementation Backstopping\:
 
  • Contribute to resource mobilization efforts and expanding the current FAO portfolio by, among others, providing  technical
  • support to the FAO programme team in identifying potential project ideas and formulation of  concept  notes and detailed  project  proposals related  to agriculture in the context of emergency response to areas affected by natural and human-induced disasters, including Mindanao and related regional initiatives;
  • Identify potential project ideas, conduct reviews and provide technical support to in relation to agriculture and emergency response;
  • Coordinate with relevant government agencies, development partners and other stakeholders who can be potential partners for project funding and project implementation;
  • Identify opportunities for funding and partnership through discussions with national counterparts, development partners and other stakeholders, including as well regular monitoring of call for proposals, among others;
  • Provide operational and administrative support to project team as needed to ensure that requirements for project implementation are met;
•     Ensure  representation and visibility of FAO in relevant priority areas where it has comparative advantage through establishing close coordination  with the identified focal persons(s) and line agencies, namely Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Environment and Natural Resources (DENR), Mindanao Development Authority (MinDa), Office of the Presidential Adviser on Peace Process (OPAPP), Department of Agriculture and Fisheries – Autonomous Region in Muslim Mindanao (DAF-ARMM), and other key government agencies related to Mindanao and Emergency Response;
  • Participate, where possible, in relevant technical and sectoral meetings and working groups to be established by DA, DAR, DENR, MinDA, OPAPP, DAF-ARMM and other key government agencies related to food security and nutrition;
  • Provide technical support as needed to the DA, DAR, DENR MinDA, OPAPP, DAF-ARMM and other concerned agencies technical working groups and in joint project formulation;
  • In coordination  with  the  projects  team government regional offices, provincial offices and identified Non-Government Organization (NGO) partners, provide technical support in the implementation of  project  activities;
•     Provide technical guidance and serve as resource person as needed, in the conduct of capacity building  
      activities (e.g. farmer field schools, farm business schools, community-based Mindanao and Emergency Response);
•     Prepare and submit progress reports mentioning activities undertaken, problems encountered  if any, and other documents  that may be required periodically; and
•     Represent FAO in meetings and other activities related to Mindanao and Emergency Response.

Minimum Requirements
 
  • The candidate must have an advance degree in the field of agriculture
  • At least 10 years practical experience in the planning and implementation of agriculture and emergency response programmes at the field level
  • Language requirement\: Excellent written and oral communication skills in English and Tagalog
