Supply Officer (Asset Management)

ORGANIZATIONAL CONTEXT

Under the overview of the Chief of Assets & Fleet Management Section (AFMS) in Supply Management & Logistics Service (SMLS) and the direct supervision of the Head of Unit (Asset Management) the incumbent is responsible for the day-to-day implementation of UNHCR¿s policies in relation to the management and disposal of assets.  This includes the coordination and supervision of all asset-related processes as well as the implementation, oversight and creation of new revenue streams from the disposal of UNHCR items worldwide in accordance with the prevailing Standard Operating Procedures. The incumbent will have contacts with UNHCR Field Offices, HQs entities e.g. the Controller¿s Office, worldwide service providers for the implementation of Global Fleet Management programme, as well as (Non) Governmental partners of UNHCR. S/he is to apply prevailing UNHCR policies and best practices for asset management and disposal throughout her/his work. The incumbent may supervise staff in the General Service category.

Accountability

- Relevant Property, Plant and Equipment (PPE) are recorded in a timely manner and the asset inventory records in the business system of the organization are up to date in all locations under the purview of the incumbent.
- Disposal of assets is completed in a timely manner and within existing rules and regulations.
- All asset-retention versus asset-sale decisions are based on impairment, safety considerations and value loss.
- Practices and procedures for asset management are at all times up to date and in line with organisational policy.

Responsibility

- Ensure full recognition, correct capitalization and proper valuation of all assets in coordination with the responsible organizational units.
- Ensure that assets are correctly accounted for, maintained and disposed of in a manner that optimizes revenue.
- Create, maintain and coordinate disposal plans internally and with concerned field locations to maximise the potential income for UNHCR and ensure a timely retirement of surplus assets.
- Ensure disposal of UNHCR¿s assets in a timely manner to avoid value loss.
- Supervise asset auctions in field locations using different auctioning models such as sealed bid auction, public auction and internet auction.
- Assist UNHCR Offices to adequately determine the size of the vehicle fleet required to meet operational needs.
- Evaluate existing assets processes in field locations and propose improvements.
- Assist field locations through providing advice, delivery of training and capacity building as and whenever required for UNHCR staff and partners.
- Supervise all activities pertaining to asset management within her/his area of responsibility.
- Contribute to the revision, simplification and implementation of UNHCR¿s asset-related policies, practices and procedures in order to eliminate redundancy and waste, reduce costs and ensure return value to the Organization.
- Participate and support the recording of asset sales as well as remittance of funds from asset sales by Field Offices.
- Continuously monitor compliance of practices with existing policy documents and immediately undertake corrective action in relation to UNHCR¿s asset register.
- Support the yearly physical verification exercise of assets in order to achieve 100% verification.

Authority

- Monitor and advice on all activities pertaining to the Asset Management within the incumbent¿s area of responsibility. 
- Monitor compliance with directives, policies and guidance concerning the accountability, use and disposal of UNHCR assets and report discrepancies to the Head of Unit (Asset Management).


ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Undergraduate degree (equivalent of a BA/BS) in Business Administration, logistics or a related field plus minimum of 6 years previous relevant experience, out of which four years at mid-managerial level, and/or six years of experience both at the user and strategic level, including asset management and optimization. Graduate degree (equivalent of a Master¿s) plus 5 years or Doctorate degree (equivalent of a PhD) plus 4 years of previous relevant work experience may also be accepted.
- Ability to work and contribute to the establishment of a working environment that optimizes resources.
- Experience with on-line, local, international and/or regional auction activities.
- Excellent knowledge of English (written and spoken).


DESIRABLE QUALIFICATIONS & COMPETENCIES

- Field experience at managerial level in UNHCR or another UN Agency.
- Ability to work in harsh, difficult environments with little or no logistical support.
- Completion of UNHCR learning programmes or specific training relevant to the position.
- Completion of UN procurement and logistics courses.
- Knowledge of and/or working experience with ERP/MSRP Supply Chain applications.

- In light of the below-mentioned context, the candidate should have proven experience in asset management or fleet management in the commercial or humanitarian sector and ability for innovation.
- Given that the implementation entails close collaboration with service providers, experience in procurement and contract management is needed. Very good coordination skills are important for this position in order to be able to manage a wide range of internal and external stakeholders. - The candidate should have experience in auctioning methods and provision of field support and guidance in the area of asset management deploying best practices.
- Experience in working with ERP systems is required as well as performance management skills.
- Excellent command of the spoken and written English language is essential whilst working knowledge of French or Arabic or Spanish is considered as a desirable asset for this position. - The position reports to the Head of the Asset Management Unit, Assets and Fleet Management Section, Supply Management Logistics Service and supervises general service staff.
- The incumbent will support UNHCR operations to comply with asset management policies. Particular focus is placed on disposal of Property, Plant and Equipment (PPE) majority of which are vehicles by organizing and coordinating auctions which generates resources for the implementation of Global Fleet Management project. - Therefore, maintaining a global network of auctioneers worldwide through which surplus PPEs are sold is one of the most important tasks delegated to the AMU.
- PPEs are tracked in the organisation¿s ERP system and physically verified yearly. System updates are undertaken whenever required. Specific asset management actions such as disposals and value adjustments are recorded in the corporate systems upon approvals by the relevant Asset Management Boards. The Head of AMU has the authority to approve the disposal of all light vehicles. - In its daily work AMU has to work with many internal stakeholders, such as the vehicle rental and insurance functions, procurement, logistics, etc. AMU is also in constant interaction with the field operations worldwide to ensure the best implementation of UNHCR¿s asset and fleet management policy and procedures.
- The Supply Officer (Asset Management) is responsible for supporting compliance with audit recommendations in all asset management aspects. This also includes issuing internal guidelines, proposing policy changes and drafting Administrative Instructions. - The position is based in Budapest, capital of Hungary, where adequate infrastructure, health, education, banking, recreational facilities are available and easily accessible. - Budapest is H category duty station. There are no specific security concerns notwithstanding incidental events. Personal security is generally not a problem. However, s/m's should take responsibility for their own personal and residential security. N/A
