OBJECTIVES OF THE PROGRAMME

The main objectives of the TB programme in the WHO Country Office, Viet Nam, is to assist the MOH, particularly the National TB Programme (NTP), the National Lung Hospital, Viet Nam Medical Service Administration, and relevant institution in strengthening their capacities to plan, implement, monitor and evaluate TB control activities in good coordination with the partners and stakeholders.

 

The NTP implements the Viet Nam National Strategy for TB Prevention and Control 2015-2020 with a vision to 2030 which is in line with WHO post-2015 end TB Strategy, and sets ambitious targets. The external funds supporting the NTP are declining, and NTP has to increase domestic financing, including health insurance, to sustain and strengthen the response to TB. There are increasing needs to work with other sectors for systematic case finding for high risk groups, and to provide social support for TB patients, especially those with multidrug resistance (MDR) TB. It is essential to adopt and expand new medicines and diagnostic technologies to further strengthen the TB control. These situation necessitates sustained quality technical assistance by WHO for the NTP and relevant stakeholders.

DESCRIPTION OF DUTIES

Under the guidance and supervision of Coordinator, Communicable Diseases and Health Emergencies (CD-HE) team and the Head of WHO Country Office, Viet Nam, the incumbent will perform the following functions\:

 

1. Assist and advise the NTP in implementing Viet Nam national strategy for TB prevention and control 2015-2020 with a vision to 2030, in particular to enhance programmatic management of drug-resistant tuberculosis (PMDT), including the adoption and expansion of new medicines and diagnostic technologies.

 

2. Facilitate acceleration of collaborative national mutisectoral actions towards ending the TB epidemic by 2030 as set in the Sustainable Development Agenda through supporting implementation of the commitments of the 2017 Moscow Declaration to End TB and the political declaration on TB that will be adopted at the UN High-level meeting on ending TB in September 2018.

 

3. Participate in joint NTP and WHO TB control activities in provinces and districts and report on the findings to Coordinator, CD-HE team.

 

4. Collaborate with NTP and other concerned bodies in the preparation and submission of funding proposals to WHO, and facilitate the submission of applications to Global Fund for AIDS, Tuberculosis and Malaria.

 

5. Ensure active and qualified WHO membership of working groups for the elaboration/revision of technical and policy guidelines on various aspects of TB control in Viet Nam and liaise with national partners other than NTP and Ministry of Health in order to ensure broad constituency of TB control stakeholders consultative bodies (sub-Country Coordination Mechanism, National Interagency Coordination Committee, Technical Advisory Group, etc).

 

6. On request of NTP, collaborate with its staff towards the implementation of WHO-funded and other activities relevant to successful TB control.

 

7. Collaborate with the Viet Nam Authority of HIV/AIDS Control (VAAC), NTP and other stakeholders operating in the field of HIV/AIDS in order to assure the effective implementation of the Regional Framework on TB/HIV.

 

8. Represent WHO in meetings and events organized by NTP and other partners.

 

9. Help with the organization and management of workshops, training, consultancies and other activities focusing on TB control arranged by the WHO Country Office.

 

10. Facilitate data collection, analysis and dissemination; to assist with the preparation of terms of reference for operational research and consultancies.

 

11. Assist the Coordinator, CD-HE team by providing translation of Vietnamese and English, relevant documents or information, and necessary advice relevant to TB programme and strengthening health system.

 

12. Perform other related duties as may be required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in medicine from a recognized university.
Desirable\: Master in Public Health or equivalent work experience, including research in related subject areas (health systems, disease control, communicable diseases)

Experience

Essential\: At least two years' experience at the national level in the development and implementation of communicable disease control programmes/projects, experience in writing proposals and reports.
Desirable\: Experience in TB control, policy formulation and implementation, experience in working with or in nongovernmental organizations and partners.

Skills

Skills in planning, training, monitoring, and evaluation of interventions, and in developing locally adapted tools. Excellent interpersonal communication skills. Ability to interact with health professionals at various levels and work with government officials, nongovernmental organizations and international agencies. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,655 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
