What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Regional Compliance officer maintains a well-trained and competent regional compliance organization (Code of Conduct (CoC) Facilitators, local compliance) operating in a matrix environment and drives implementation of the Organization's Compliance Framework within the assigned Region.

Accountabilities & Functional responsibilities

  • Facilitates the oversight of the implementation and effectiveness of the Organization's Compliance Framework in the Region. Provides relevant input to regional management on operational strategy and opportunities.
  • Supports the regional operation-owned implementation of Global Compliance Policies and Guidelines, and provides guidance and support to delegations as applicable.
  • Identifies compliance program metrics and reports on these and other trends to the CoC Steering Committee.
  • With regional management perpetuate a "tone at the top" and "middle" that reflects the Organization's commitments on integrity and compliance with the letter and spirit of the law in all aspects of the ICRC operations.
  • Engages in local external and internal Compliance networks to shape and influence the environment, and identify emerging trends/best practices.
  • Conducts regional communication, training, and monitoring activities to support awareness, detection and prevention goals.
  • Establishes protocols and ensures these are aligned with local regulations, sector standards, and Frameworks / policies.
  • Defines annual training plan and establishes training completion rates.
  • Conducts risk assessment with effective remediation actions taken including monitoring plan.
  • Evaluates and provides recommendations to ensure adequate Compliance structure and resources to address operational activities and related risks.

  • Direct Manager: Regional Director/Operations for Africa OR Chief of Staff/Office of the Director of Operations
  • Technical manager: Head of the Global Compliance Office

Relationships

  • Internally, interacts with: Head of the Global Compliance Office, Investigation Officers, General Counsel, Ombudsman, Compliance unit compliance officers, Directors, heads of Division, Operations, Project Management Office, Performance management Office, Internal Audit.

Certifications / Education required

  • University degree in social sciences, law or economics and/or professional certification .
  • Fluency in English  and good command of French required
  • Computer proficiency.

Professional Experience required

  • Minimum of 12 years of experience in an international organization or multi national corporatewith experience in implementing a global compliance program in the region
  • 10 years of work in humanitarian or private industries with relevant exposure and experience in compliance management (risk, policy, training and investigations.
  • Experience in an organization subject to donor requirements or high level of regulatory framework an asset.
  • Proven ability to lead complex projects and collaborate within and across cross-functional teams and units, in a matrixed environment.
  • Experience in crisis management.
  • Knowledge of Compliance Program structure and administration.

  • Avalability to travel up to 30 or 50% in context where the ICRC interviens
