OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)


The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, supporting universal health coverage. Its work encompasses the following areas\: strengthening health systems governance for social protection in health; strengthening regulatory frameworks and financial protection mechanisms to promote the progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; strengthening national health research systems, and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation; and developing human resources for health.
 
DESCRIPTION OF DUTIES
Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Medicines and Health Technologies (HSS/MT), the incumbent is responsible for, but not limited to, the following assigned duties\:
  1. Provide technical advice and cooperation to Member States in the formulation, implementation and evaluation of pharmaceutical policies encompassing access and innovation, quality and regulation, evaluation and use of medicines, coherent with the strategic orientations of PAHO/WHO and aligned with national health policies, plans and strategies;
  2. Provide advice and technical support to Member States seeking to move towards the achievement of universal access and universal coverage in medicines through the development of equitable, sustainable and efficient mechanisms for procuring and financing medicines based on improved allocation of resources and the implementation of cost containment strategies, including the promotion of the use of generics, quality and efficiency in the provision of medicines;
  3. Provide technical advice and collaborate in the planning, development and monitoring of programs and projects related to the promotion of technology, innovation and industrial development in the health technologies sector  that can improve the availability and affordability of medicines and other essential health technologies including regulatory strengthening; promote the implementation of Resolution 15 of the 48th Directing Council of the Organization\: Public Health, Innovation and Intellectual Property\: A Regional Perspective;
  4. Collaborate and facilitate priority setting in pharmaceutical policy implementation encompassing regional, sub-regional and national health priorities; promote information and knowledge sharing; support policy development to promote innovation in health technologies;
  5. Develop innovative approaches for enhancing knowledge and technology transfer, collaboration and interaction among innovation for health stakeholders to improve efficiencies and collaboration to ensure access to safe and quality medicines and other health technologies;
  6. Promote the development of regional networks and partnerships, inter-country cooperation, relevant stakeholders' groups and the  strengthening of PAHO Collaborating Centers; develop mechanisms of coordination with participating countries and sub-regional partners in pharmaceutical policy and management;
  7. Develop projects and mobilize resources for the implementation of projects and capacity building for the implementation of pharmaceutical policy in the Region; monitor implementation of specific projects, manage budgets, and prepare reports against project indicators;
  8. Lead and coordinate, in close coordination with Country Offices and HSS focal points, the formulation, execution and evaluation of program and budget plan for the biennium; participate and develop common strategies with other professionals of the country offices on all aspects related to health system policies, strategies and plans, in particular on integrated health networks; manage the financial resources assigned, including extra-budgetary resources;
  9. Prepare publications in pharmaceutical policies, and develop information management strategies on current developments in pharmaceutical policy at the regional level; monitor and review trends with countries and experts in the development and implementation of pharmaceutical policies; maintain updated a regional database providing information on the pharmaceutical situation;
  10. Collaborate in the preparation of biennial programs and budgets (BWP), semiannual workplans and periodic evaluations for assigned projects; participate in the annual performance evaluation of the entity;
  11. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
  12. Perform other related duties as assigned.
 
REQUIRED QUALIFICATIONS
 
Education\:
Essential\: A university degree in a health, social or management science, and a master's degree in areas related to public health, health regulations and policy, international relations, intellectual property rights or related field from a recognized institution.

Experience\:
Essential\: Nine years of combined national and international experience working in organizations and institutions in programs and projects related to medicines, vaccines and health technology policy and regulation, procurement and supply management, production and quality control, or service delivery.

Languages\:
Very good knowledge of English or Spanish with a working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook.  Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
 
REMUNERATION
Annual Salary\: (Net of taxes)
US $71,332.00
 
Post Adjustment\: 47.1% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
