The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them.Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.

Role Specific Information

The Livelihoods Officer will focus on identifying and screening both job seekers and employers for
NRC’s Transitioning to Employment (T2E) program. T2E is a demand driven and relationship
dependent employment services program, focused on structured selection and personal engagement
with both employers and job seekers.
The Livelihood Officer will be responsible for identifying, assessing, and interviewing job seeker and
employers. Specific tasks include the collection, management, and protection of job seeker data; field
visits to participating employers; conducting both quantitative and qualitative data collection; and
field level reporting. The officer must possess strong communication skills and be able to deal with
stressful timelines.

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Implement delegated Core Competency project portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better
    ways to assist.
  • Promote and share ideas for technical improvement.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles
    within NRC and amongst beneficiaries served by NRC.

Specific responsibilities:

  • Carry out job seekers and employer assessments
  • Carry out all relevant quantitative and qualitative information collection activities associated
    with T2E
  • Maintain relationships with employers and partners through various communication
    channels
  • Write up field level reports and effectively share information throughout the T2E team
  • Collect, process, and manage all relevant data from employers and job seekers

Our Ideal Candidate:

We are looking for a university graduate  with a minimum of two years previous experience in relevant field. Experience working in complex and volatile contexts, experience from working within technical expertise area in a humanitarian/ recovery context. Documented results related to the position’s responsibilities and to have Some knowledge of English. 

We are particularly looking for a positive individual with strong communication and Writing
skills, strong Analytical Skills, Proficient in Excel  and to have Significant Experience working in labour Market and Employment Programming who can build trust and confidently navigate both internally and externally at different levels.

In this position you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis.
