Background Information - Job-specific

The Republic of Korea, via the Korea International Cooperation Agency (KOICA), and the Government of Sri Lanka (GoSL) have enjoyed a strong partnership since the early 90’s. The Korea-Sri Lanka Friendship Hospital that was inaugurated in March 2013 in Matara (Southern Province of Sri Lanka) is a testament to this strong cooperation between the two countries. The hospital was constructed with a total budget of approximately USD 9 Mn.; the GoSL contributed approximately USD 2 Mn. for the infrastructure facilities while KOICA assisted with approximately USD 7 Mn. for the construction of the hospital and purchase of specialised and non-specialised equipment.

Together with the Ministry of Health, Nutrition and Indigenous Medicine (MoH),  KOICA intends   to   initiate   the   next   phase   of   the   project   which   is   to   relocate   the Obstetrics and Gynaecology  (OB/GYN)  and  Neonatology  departments  from  the  Matara General Hospital to the Korea-Sri Lanka Friendship Hospital. This will require the design and construction of a new complex, currently planned to be behind the existing hospital. In addition to this, KOICA has agreed to carry out essential remodelling/ refurbishment works on the Korea-Sri Lanka Friendship Hospital.

UNOPS Sri Lanka has been a partner of choice for KOICA since 2010 and has contributed to the signing of a global Memorandum of Understanding (MoU) between UNOPS and KOICA in early 2015. The MoU has resulted in notable traction at a global scale, which has paved the way for effective and efficient development cooperation between the two agencies. In light of this, KOICA has requested UNOPS Sri Lanka to support them in this project with specialised technical project management and infrastructure expertise.
UNOPS Sri Lanka under the Nepal Operation Hub (NPOH) implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including procurement, project development and technical management, and provides  financial, human resources and infrastructure-related services. The functional objective of UNOPS NPOH is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, so as to achieve the outcomes sought by the clients.

Functional Responsibilities

The Junior Site Engineer will report directly to the Project Manager and works in full coordination with the Project Engineer and other Project team members. The Junior Site Engineer is responsible for assisting with all construction management tasks required to ensure timely, cost effective, safe and quality delivery of the project. He/she may be required to assist in the following tasks:

  • Support planning and documentation for future phases of the project as directed by the Project Manager and in accordance with UNOPS Organizational Directives,  Administrative Instructions and Project Management Manual.
  • Working out with the quantities using Project Management tools like MS Project/Primavera and get them approved by the Project Manager.
  • Ensuring works are carried out in accordance with contracts, specifications, drawings and etc.
  • Liaise and coordinate with other team members in the preparation of monthly project reports.
  • Maintenance of the following project documentation:
                  1. Drawing register 
                  2. Visitor register 
                  3. Progress photos 
                  4. Risk and issues logs 

  • Prepare technical meeting minutes on site.
  • Setting Operational Health & Safety example on site through exemplary behavior and identifying deficiencies.
  • Attending weekly contractor coordination meetings, maintain minutes and issue.
  • Identify and escalate any environmental risks that can affect the site or the neighboring domestic areas around the site.
Carrying out other tasks as assigned by the Project Manager.

Monitoring and Progress Controls
  • Regular minitoring of Programme/Schedule monitoring
  • Conduct daily site supervision and controlling
  • Participate in meetings with project stakeholders
  • Proactively highlighting the risks, issues with quality, timeliness and safety
  • Ensure quality of materials being used meet the relevant specifications
  • Keeping site records relating to materials, labor and plants and equipment at sites

Education/Experience/Language requirements

Education

  • BSc Engineering specialized in Civil Engineering is required.
  • Diploma Certification in Civil Engineering with additional 5 years of relevant experience may substitute the requirement of a BSc Engineering degree.
Experience
  • At least 3 years of relevant experience in the building construction field is required.
  • Multi-tasking, flexibility and attention to details while maintaining a high service level is preferable.

Language

  • Full working knowledge of English and one or more of the local languages is mandatory.
Skills
  • Knowledge and use of drafting skills with AutoCAD software is essential
  • Proficiency in Microsoft Office 2010, Microsoft Project, and internet.
  • Ability to draft various types of documentation in English is required.

Certifications

  • Project Management certification is desirable (for example PRINCE2® Foundation)
