The Procurement Manager is responsible for leading, overseeing and monitoring of all procurement related activities in ICMPD. The Procurement Manager serves as the lead procurementand contractingexpert of ICMPD ensuring technical soundness,value-for-money and transparencyof procurementof services,goods and works across theOrganisation. Keeping abreast of evolving new sources and market developments, the Procurement Manager develops ICMPD´s procurementstrategy and maintains aconsolidated procurement plan for the Organisation. S/he oversees procurement planning processes at the project and unit levels, ensuring implementation of economies as well as appropriate methods and timelines. The ProcurementManager oversees complianceand ensures that all procurement activities are conductedin-line with ICMPD´s regulatory frameworkand applicable donor rules and regulations.

The Procurement Manager oversees ensures sourcingand contractaward ensuring accurate implementation of contracts. S/he advices ICMPD managers and staff on all aspects of procurement as well as mediates and negotiates solutions to conflicts arising in case of poor performance or non-compliance with contractual obligations. S/he plans procurement for organisation-wide services and supplies and manages corporate-level contracts. The Procurement Manager develops a range of approaches, policies and procedures related to procurement, contracting and supply chain management. S/he ensures development and implementation of appropriate standards, criteria and documentation for the solicitation, evaluation and contract performance management. The Procurement Manager ensures procurement-related business processes are effective and efficient and in-line with industry best practice.

Working under the direct supervision of the Head of Corporate Resources Management (CRM), the Procurement Manager plans, organises and supervises the Procurement Team.The Procurement Manager works in close collaboration with Projects Teams and Contract Managers across ICMPD.

Tasks and Responsibilities:

1. Development and Implementation of ICMPD´s ProcurementFramework:

Lead and oversee all procurement activities ensuring compliance with ICMPD

regulatory framework and procedures and applicable donor rules and procedures;

Lead and oversee world-wide procurement of a variety of services,goods and works

ensuring technical soundness,value-for-money and transparency of all procurement;

Keep abreast of market developments, conductmarket researchand analysis, identity

market and pricing trends and supply sources;

Serve as the lead expert on procurementand contracting in ICMPD providing strategic

advice to institutional plans and approaches in the field of procurement;

Develop and update ICMPD´s procurementstrategy ensuring a marketorientation and

value-for-money;

Develop procurement policies and procedures covering various aspects of

procurement, contractingand supply chain management;

Develop and establish procurement standards, techniques and methods;

Develop efficient and cost-effective procurement related business processes and

ensure responsive and timely implementation of business processes;

Plan procurementfor ICMPD-wide services and supplies and manages corporate-level

contracts.

2. Planning, Coordination and Oversight of Procurement and Contracting Processes and

Activities:

Oversee project and function-level procurement processes throughout the

procurement cycle by regular monitoring of progress of implementation, control of

critical steps and approval of key process outputs;

Prepare ICMPD´s consolidated procurement plan and monitor implementation by

Contract Managers;

Establish and oversee maintenance of contractor/suppliers’databases and evaluation

systems.Ensurethat contractor/suppliers evaluation records are up-to-date and

accessible;

Establish approaches for strategic contractnegotiations and oversee and provide

support to contract negotiation processes;

Ensurethe accurateand timely preparation and approval of all procurementcontracts,

including SSA contracts (under Consultant category);

Plan and manage highly complex procurement activities and special procurement

projects;

Develop and prepare contracts for procurement of complex, non-routine services,

goods and works;

Prepare and control submissions to ICMPD´s Procurement Committee. Act as the

Secretary of the ProcurementCommittee;

Provide technical support to solving strategic and technical bottlenecks and problems

to Contract Managers;

Negotiate sounds and innovative solutions to conflicts and problems arising in caseof

poor performance or non-compliance with contractual obligations;

Ensure that the procurement documentation is maintained in line with established

policy.

23. Team Management:

Organise work and internal processes and accountabilities of the ProcurementTeam

by allocating tasks, supervising task completion and coordinating work processes.

Monitor quality of work and take corrective action;

Assess performance of the procurement team members, promote high professional

and ethical standards as well as support development of skills and competencies.

Key Results:

Procurementactivities planned and implemented in compliancewith ICMPD regulatory

framework and procedures and applicable donor rules and according to technical

soundness,value-for-money and transparency principles;

Accuracy and timeliness of project and function-level procurement processes

throughout the procurement cycle ensured by regular monitoring of progress of

implementation, control of critical steps and approval of key process outputs;

Technically sound strategic advice relating to procurement provided across ICMPD

procurementactivities;

Procurement policies and procedures covering various aspects of procurement,

contracting and supply chain management in accordance to international standards

developed and implemented;

Procurementstandards, techniques and methods developed and implemented;

Efficient and cost-effective procurement business processes developed and

implemented in a responsive and timely manner;

Accurate and timely preparation and approval of all procurement contracts ensured;

Procurementof ICMPD-wide services,goods and supplies planned and corporate-level

contracts managed.

Incumbent Profile:

A minimumof 8 years of position-relevant work experience in procurement,contracting

and supply chain management on a global impact scale in an international

organisation. A minimum 3 years of experience in EU public procurement;

Strong knowledge of the EU public procurement and financial rules and regulations

including tender, evaluation and sourcing of EU public procurementprocedures;

Strong and up-to-date theoretical background and substantive knowledge of

internationally recognised procurement standards, techniques and procurement

methods;

Public procurement certification from an internationally recognised provider such as

CIPS is an asset;

Extensive experience in technically complex procurement activities, contracts and

contractnegotiation processes;

Experience in planning and drafting of policies and procedures and in procurement-

related business process improvementand optimization;

Experience in building and management of procurement teams;

Experience with ERP systems as relates to procurementis highly desirable;

Knowledge of project cycle management.

Corporate Qualifications:

Experience working in international context;

Master’s degree in BusinessAdministration, Public Administration, Finance, or another

relevant field;

Excellent spoken and written English. Knowledge of French and Arabic is an

advantage.

3Compensation:

ICMPD offers an attractive compensation package. This position is classified at IP4 Grade,

with an annual net-base salary starting at EUR 63.288,00. Additional benefits include

participation in the ICMPD Provident Fund, Health and Accident Insurance, six weeks’ annual

leave and, where applicable, dependent’s and mobilityallowances.
