III. Scope of Work and Deliverables
 
A.INTRODUCTION:
 
PATH India is operating from 15th Floor, Gopal Das Building, 28, Barakhamba Road, Connaught Place, New Delhi. The entire work space was designed for accommodating 50 staff. Now the team is expanding. Therefore, the existing sitting space is not able to accommodate additional staff. Thus, some extra working space/seats need to be created.
 
In this regard PATH India would like to invite proposals from Competent General contractors, Interior Designers or Architects who can complete the redesigning of work space as per drawing and BoQ enclosed and can create 16-18 additional seats in existing office.
 
The Tentative SoW would be:
  • Dismantling partitions and fall ceiling of Teesta and Tapti (One medium size and one focus meeting room).
  • Raise new partitions - acoustical with laminate/fabric hit till rcc slab for new meeting room as replacement of Teesta and Tapti
  • Providing and fixing sliding folding shutter between meeting rooms
  • Alterations in electrical points, telephone points, HDMI and data point in three new meeting rooms.
  • Plastic emulsion paint on  partitions/walls
  • False ceiling 2' x 2' acoustical tiles
  • New Work stations (same design as existing) + partitions
  • Modified Work stations + partitions
  • Electrical - remove, re-fix, extend including cable trays in floor
  • Supply Executive chairs for additional seats/work station created
  • Meeting room chairs (Feather lite Astro model with adjustable arms)
  • Meeting room table
  • Alterations in flooring for fixing cable trays.
  • Heat reduction film(3M) on window glass
  • Any other work which would come out due to change in seating space/re-designing of work stations.
  • Provide additional chairs matching with existing one for additional seats.
  • Coordinate with A.C. Repair vendor selected by PATH.
  • Build one small space for staff rest in case one would fell sick.
  • Redesigned the work space as per drawing attached/enclosed as Annexure-I.
B.Period of Performance of Contract: Maximum30 days offsite and onsite (Onsite should be limited to 5-10 working days).
 
C.Deliverables:
 
a.Create a 68-70 work stations/space
b.Meeting room Teesta and Tapti dismantled and replaced by 2 new meeting room with folding shutter doors.
c.Work stations and meeting room wall colours are matched with its original colour and as per overall interior of office.
d.Electrical work is re-done as per redesigned.
e.Lan cable and internet connection terminated on each desk.
f.All the warrantee cards, original invoices and drawing and any other documents are handed over to PATH.
 
IV. Proposal Requirements
 
A.Minimum eligibility requirements:
 
1.The firms must be registered entities in India.
2.The firm must possess the necessary permission to work in India (New Delhi).    
3.The firm must be having minimum 5 years of Experience in relevant field.
4.The firm must have construction liability insurance of INR 1,00,000/-.
5.The firm should be able to engage or use services of An Architect for this project.
B.Technical Requirement:
 
Provide information on:
  • One-page executive summary or brief profile note of the organization/s
  • Profile of relevant/key persons in the organization along with their qualification, background and experience.
  • Top 5 work assignments along with a brief description of work/project
  • Number of years in service area with scope and scale of executed work
  • Projects handled with size of budget during the last three years.
  • List of top five clients with contact details for reference check. 
  • Share details in attached/enclosed format Annexure-II
  • Timeline of Project period is mandatory.
C.Financial Requirement:
 
1.Share BoQ as per attached/enclosed Annexure-III along with back calculation sheet.
2.All the cost must be bifurcated in Labour and Non-Labour cost
3.Specs of all items e.g. make, model, colour, dimensions etc. should be clearly mentioned.
4.Total Project Cost
5.Payment milestones, terms and conditions.
6.Proof of Insurance as part of application which covers liability, property damage, workers injuries and any other accident which happens due to renovation.
 
D.Proposal Guidelines:
 
The Proposal should not be more than 30 pages in length and cover at least following topics:
  • Executive Summary, 300 words
  • Brief profile notes on your organization/s, 250 words
  • Capacity of Organization including key persons, their qualification, experience and their work
  • Profile of relevant experience and examples of related work.
  • Experience in number of years in proposed service area with scale and scope of executed works
  • Projects/Assignments handled with size of budget during the last three years.
  • Sample of work done (photos with description/portfolio)
  • List of top five clients with contact details for reference check.
  • Timeline of Project period is mandatory

Please submit the following as attachments to your Proposal. If you do not submit these documents, your Proposal will not be considered for review:
 
a.Copy of Registration of companies
b. Copy of PAN, TAN & GSTN
c.Copy of ITR of last three years (Apr 2015 – Apr 2018)
d. Technical, financial proposal along with BoQ and back calculations sheet of BoQ quantity
and Price.
 
V. Proposal Evaluation Criteria
 
1.Proposal evaluation process:
 
1.Received Proposals will be reviewed to determine completeness of Proposal (based on Proposal guidelines detailed above) and eligibility of applicant. Proposals that do not meet eligibility requirements will be eliminated following this review and may not be considered further
2.Proposals that pass the initial review would be subjected to review per Technical & Financial Requirement for further shortlisting.
3. Successful applicants will be notified in writing by email. Applicants must confirm acceptance in writing within the time period specified in the email.

NOTE: PATH reserves the right to reject Proposals that do not meet eligibility or Proposal submission requirements (as detailed above) without further notice to the applicant. Issuance of this RFP does not constitute an award commitment on the part of PATH nor does it commit PATH to pay for the costs incurred in submission of Proposal. Further, PATH reserves the right to reject any or all Proposals received and to negotiate separately with an applicant, if such action is considered to be in the best interest of project.
 
VI. Instructions for submission and Deadlines for Responding
 
A. Proposals due date and submission:
 
Completed Proposals as per relevant sections aforesaid should be submitted by given timeline (refer Section-I) through email to the contacts listed above in electronic copies.
 
The duly completed Proposal for comprehensive renovation work is to be sent to the undersigned super-scribing on the top of the envelop “Proposal 2018-039 For redesigning working space and creating more work stations- PATH, Delhi (your firms name)”, should reach on or before 12/10/2018.

The softcopy and hardcopy versions of the submitted Proposal should be identical.
 
We advise that you send files in commonly recognized MS word formats. The Proposals language should be in English; font size 12 Times New Roman; single-spaced with one-inch margins. Please provide high resolution pictures for graphical information. Applicants will not be penalized for grammatical errors but should ensure that their Proposal is clear and not subject to varied interpretations.
 
PATH will not accept responsibility for resolving technical transmission problems with Proposals. Your Proposals should only include information specific to accomplishing the scope of work. Additional information submitted outside of the Proposal requirements will be reviewed at PATH’s discretion only. Elaborate materials, artwork or other information not directly related to the scope of work are not suggested.

VII. Terms and Conditions of the Solicitation
 
A.Notice of non-binding solicitation
 
PATH reserves the right to reject any and all bids received in response to this solicitation and is in no way bound to accept any Proposal.
 
B.Confidentiality
 
All information provided by PATH as part of this solicitation must be treated as confidential. In the event that any information is inappropriately released, PATH will seek appropriate remedies as allowed.
 
Proposals, discussions, and all information received in response to this solicitation will be held as strictly confidential, except as otherwise noted.
 
C.Communication
 
All communications regarding this solicitation shall be directed to appropriate parties at PATH indicated in Section VI. A. Contacting third parties involved in the project, the review panel, or any other party may beconsidered a conflict of interest and could result in disqualification of the Proposal.
 
D.Acceptance
 
Acceptance of an Proposal does not imply acceptance of its terms and conditions. PATH reserves the option to negotiate on the final terms and conditions. We additionally reserve the right to negotiate the substance of the finalists’ Proposals, as well as the option of accepting partial components of an Proposal if appropriate.
 
E.Right to final negotiations
 
PATH reserves the option to negotiate on the final costs and final scope of work and reserves the option to limit or include third parties at PATH’s sole and full discretion in such negotiations.
 
F.Third-party limitations
 
PATH does not represent, warrant, or act as an agent for any third party as a result of this solicitation. This solicitation does not authorize any third party to bind or commit PATH in any way without our express written consent.
 
G.Proposal Validity        
 
Proposals submitted under this request shall be valid for 6 months from the date the Proposal is due. The validity period shall be stated in the Proposal submitted to PATH.
