Under the general authority of the Chief Financial Officer, the Chief of Budget, Monitoring and Reporting Section and the direct supervision of the Professional Officer concerned, the incumbent acts as the Senior Finance Assistant for regular budget and extra budgetary funds within BFM/BMR's functions. He/she will assist Professional staff who are responsible for reviewing budget proposals and monitoring and reporting expenditures related to Staff/Posts and Programmes, as well as analysis and recommendation on related requests.

 

The incumbent will, in particular\: 

  • Review agreements and plans of operation submitted by Sectors/Bureaux and Field Offices to ensure that budget estimates are correctly calculated, making comments thereon in particular on the implementation of the Cost Recovery Policy. 
  • Analyse extra budgetary projects documents as well as regular budget workplans using the relevant IT tools (B4U, FABS, SISTER); identify associated risks and opportunities with a view to evaluate their financial implications according to the financial rules and regulations. 
  • Create budget codes and notify Sectors/Bureaux and Field Offices of the establishment of projects, providing all relevant information thereon; issues allotments based on approved budgets and signed agreements.  
  • Verify proposed budget operation requests (BOR) in terms of actual expenditure, future requirements and total allocated resources and process them as required. 
  • Verify post action forms, validate requests related to cost recovery, provide cost estimates, assist in year-end closing and drafting of memorandum.

Education

  • Completed secondary education.

Work Experience

  • Minimum of 10 years of relevant professional experience, of which at least 3 years in the area of budget / finance.
  • Experience in project budget management.
  • Experience in treating budget with different modalities of funding.

Skills/Competencies

  • Good knowledge of accounting functions of ERP Systems such as SAP.
  • Strong numerical, analytical and reasoning capabilities with ability to define problems.
  • Good communication skills.
  • Team player and service oriented.
  • Problem-solving, organizational and interpersonal skills.
  • Excellent IT skills including an advanced knowledge of MS Excel and MS Word.

Languages

  • Excellent knowledge of English or French and good knowledge of the other language; ability to draft reports in English.
