Organizational Setting
 
The government of Sri Lanka, through the 4-year project, “Implementation of the National Biosafety Framework in accordance with the Cartagena Protocol on Biosafety”, which is funded by the Global Environmental Facility (GEF), is strengthening the country’s institutional and human capacities for the implementation of the National Biosafety Framework (NBF) and hence the safe handling of living modified organisms (LMOs) or genetically modified organisms (GMOs).   The National Executing Agency of the project is the Ministry of Mahaweli Development and Environment (MoMD&E) while the Food and Agriculture Organization of United Nations (FAO) is the GEF and Implementing Agency.
A National Consultant - Biosafety Clearing House (BCH) Website Support will contribute to the implementation of this project.
 
Reporting Lines
 
The National Consultant will work under the overall guidance and supervision of the Assistant FAO Representative in Sri Lanka, the Lead Technical Officer, the FAO Legal Office and relevant FAO Technical Officers, in consultation with relevant government departments, non-government organizations and other national and international organizations. He/she will interact closely with the national and international consultants, Biotech Consortium India Limited (BCIL) and will be supported by the project management unit (PMU).
 
Technical Focus
 
Encompassing required information for the BCH, which is necessary for implementing the NBF in Sri Lanka.
 
 
Tasks and responsibilities
 
National Consultant - BCH Website Support Expert will contribute to project implementation by carrying out the following specific tasks which will result in the establishment of a BCH website and facilitate its use\:
 
  • Assist BCIL  for Biosafety Clearing House (BCH) website support
  • Assemble all the information, documents and any other relevant material that should get uploaded into the Sri Lankan BCH website
  • Support BCIL  in providing technical guidance and advice to the IT specialist/contracted company for the establishment of a dedicated national biosafety website
  • Prepare a roster of experts in association with agencies dealing with biotechnology/biosafety
  • Support BCIL  to develop a database of globally approved LMOs
  • Support BCIL  to prepare procedural manuals for collecting, uploading and managing information on the website for BCH focal point
  • Support BCIL  to prepare procedural manuals for accessing and sharing information on the website for stakeholders
  • Provide technical guidance and inputs for training workshops on collecting, uploading, managing and accessing information on the national BCH website
  • Monitor the established website during the project period and identify necessary updates to be made as the project progress
 
 
 
 
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
 
Minimum Requirements
  • University degree in biotechnology, biosafety or related disciplines
  • Five years of relevant experience in biotechnology, biosafety or related disciplines
  • Working knowledge of English
  • National of Sri Lanka

Selection Criteria
  • Demonstrated experience supporting the compilation of comprehensive information related to biosafety, biotechnology, environment, agriculture or related subjects
  • Experience in developing mechanisms for compiling information for uploading into a website is highly preferable
