Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

Established in 1997, UNMAS leads, coordinates and implements mine action under United Nations legislative mandates of both the General Assembly and the Security Council, which include explicit references to remnant IEDs. UNMAS supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies."

UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peacekeeping Operations (DPKO). UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council, or at the request of the UN Secretary-General or his designated official. When instructed by the Security Council or called upon by Member States, UNMAS deploys under humanitarian, peace and security mandates. UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of explosive hazard threat mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of IEDs and Weapons and Ammunition Management. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates. 


Background – UNMAS Iraq

The UNMAS Iraq programme was formally established in June 2015, at the request of the UN Under-Secretary General for Peacekeeping Operations (DPKO) and the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS is supporting multiple layers of operations under the UNMAS Iraq Strategic Plan which focuses on three main components: 

1. Explosive Hazard Management 2. Capacity Enhancement
3. Risk Education

UNMAS Iraq has offices in both Baghdad and Erbil.

Functional Responsibilities

Under the direct supervision of the UNMAS EHM Project Manager, the IM Team Leader leads the information management system in support of explosive hazard management and risk education activities in areas liberated from ISIL. The post of IM Team Leader will support the delivery of the overall objectives of UNMAS Iraq operations.

The function has the following duties and responsibilities:

Internal information management system

  • Overall responsibility for the design, implementation and maintenance of the UNMAS Iraq internal information management system, that is linked with IMSMA external system and any other database security & administration systems in use;
  • Ensure the internal information management system continuously facilitates the ability to create tasks, task dossiers and the tasking of grantees and contractors;
  • Provide overall quality assurance and quality control for UNMAS operations data from field contractors and in IMSMA;
  • Ensure information outputs from IMSMA are accurate and reflective of the overall programme performance from the field;
  • Ensure the internal information management system continuously facilitates recording of all relevant data related to survey, clearance and risk education activities and the Quality Management of these;
  • Ensure that UNMAS Iraq management, operational management and programme officers are provided with updated and disseminated operational information as required;
  • Liaison with relevant partners and stakeholders including national and regional mine action authorities, NGO’s, commercial contractors, the mine action sub-cluster, UN agencies and local authorities on the level of Governorate and municipality.

External information management system

  • Overall responsibility for the design, implementation and maintenance of the UNMAS Iraq external information management system;
  • Ensure the external information management system is capable of recording and reporting the information required by the national information management system under DMA and the regional information management system under IKMAA;
  • Maintain an archive for all relevant operational and quality management related documentation, records and reports.

Project and grant management

  • Support EHM Project Manager by giving weekly and ad-hoc inputs to EHM PM;
  • Oversee contractor’s provision of IM services, including the continuous transfer and regular data reconciliation of all relevant survey, clearance and risk education information from UNMAS Iraq operations to the national information management system under DMA and the regional information management system under IKMAA.

Education/Experience/Language requirements

Education
  • Advanced University Degree (Master degree or equivalent) in Information Technology, Computer Science, Statistics or any other related field with 5 years relevant experience, or

  • First level University Degree (Bachelor degree or equivalent) in Information Technology, Statistics or any other related field with 7 years relevant experience 

Experience
  • Relevant experience is defined as experience in Information Management, Computer Science, Statistics or any other relevant field
  • Experience in MS Office (MS Office including MS. Access, MS. Excel and/or newer versions) is required
  • Experience working in the Middle East is required
  • Experience in GIS is desired
  • Experience in SQL is desired
  • Experience in ArcGIS and VBA is desired
  • Experience in working in Mine Action organisation is desired
  • Experience in knowledge management is desired
  • Experience in event and conference management is desired
Language
  • Fluency in English (speaking, reading, writing) is required.
  • Fluency in Arabic (speaking, reading, writing) is required.
  • Knowledge of another UN official language is desired.
