Background

Although inequalities between men and women have many forms, the most aggravated is violence against women and girls. It is estimated that 35 per cent of women worldwide have experienced either physical and/or sexual intimate partner violence or sexual violence by a non-partner at some point in their lives. However, some national studies show that up to 70 per cent of women have experienced physical and/or sexual violence from an intimate partner in their lifetime. Women who have been physically or sexually abused by their partners are more than twice as likely to have an abortion, almost twice as likely to experience depression, and in some regions, 1.5 times more likely to acquire HIV, as compared to women who have not experienced partner violence. Worldwide, almost 750 million women and girls alive today were married before their 18th birthday. Child marriage often results in early pregnancy and social isolation, interrupts schooling, limits the girl’s opportunities and increases her risk of experiencing domestic violence.

UN Women (previously UNIFEM) started to work on ending violence against women and girls (EVAWG) and domestic violence (DV) in Georgia back in 2010. To this end, UN Women engages with partners from government, civil society and grassroots women’s groups to improve legislation and policies, develop institutional capacities, service provision and raise awareness towards prevention and response.

In 2017, UN Women in partnership with the National Statistics Office of Georgia – GEOSTAT and with the generous support of the European Union conducted a National Study on Violence against Women in Georgia. The 2017 study constituted the first nation-wide research on violence against women to be conducted in Georgia since 2009 (UNFPA, National Survey of Domestic Violence against Women in Georgia, Tbilisi, 2009, available online at: http://www2.ohchr.org/english/bodies/cedaw/docs/AdvanceVersions/GeorgiaAnnexX.pdf) and explored the prevalence of domestic violence, non-partner physical and sexual violence, as well as perceptions and awareness of women and men on gender and violence in Georgia. For the first time in Georgia, the study also generated data on the prevalence of sexual harassment and stalking at the national level. In addition to filling the gap for the nationally representative data on violence against women in Georgia, the findings of the National VAW Study generated baseline data for the nationalized Sustainable Development Goals’ indicators and strengthened the capacity of national partners on conducting prevalence surveys on VAW.

The National VAW Study was implemented in accordance with globally agreed methodological and ethical standards and guidelines (UN, Guidelines for producing statistics on violence against women - Statistical Surveys, 2014 available online at: http://unstats.un.org/unsd/gender/docs/Guidelines_Statistics_VAW.pdf). While it was informed by the internationally established methodologies, the methodology used for the Study was a unique one on its own. More specifically, it was a hybrid of three different methodologies, - the WHO Multi-Country Study on Women’s Health and Domestic Violence, Violence Against Women: an EU Wide Survey and UN Multi-Country Study on Men and Violence. The study was further implemented in close consultations with key stakeholders to ensure their commitment and ownership, as well as the relevance and validity of the study.

The Study combined quantitative and qualitative research methods having interviewed 6006 women and 1601 men under the quantitative component and having conducted 15 Key Informant Interviews, 12 in-depth interviews and 20 focus-group discussions conducted in rural and urban Georgia. However, the implementation of the Study had its geographic limitations. The fieldwork was implemented in all regions of Georgia with the exception of two regions– Abkhazia and South Ossetia, where the government of Georgia does not exercise effective control.

As a follow up to the Study, UN Women plans to develop a knowledge product – Implementation of the National Study on Violence against Women: Experience and Lessons Learned from Georgia. The initiative aims at analyzing and documenting this experience – the process, results as well as the lessons learned. More specifically, the knowledge product will capture key steps and lessons learned from every stage of the process from methodology and fieldwork to dissemination of the results. The knowledge product will provide useful guidance for future implementation of the national prevalence studies on VAW in Georgia as well as for other countries interested in carrying out similar initiatives.

UN Women is further keen to ensure that the results generated by the Study are comprehensive in the sense that data is also generated from Abkhazia, Georgia. To this end, UN Women with the support of the US Department of State intends to engage with local civil society partners in the concerned region to conduct a smaller scale study in order to generate VAW prevalence data for Abkhazia for the first time.

In order to achieve above-mentioned goals, UN Women is planning to recruit a national consultant. Under the direct supervision and in close consultations with the lead International Consultant, the national consultant  will provide support in a) developing a knowledge product capturing experience and lessons learned from methodology point of view as a result of the implementation of the National VAW Study 2017 and b) developing capacity of civil society partners in Abkhazia so that a smaller-scale VAW prevalence study can be replicated in Abkhazia.

Duties and Responsibilities

The duties and responsibilities of consultant:

  • To assist the lead International Consultant in preparing a content of the knowledge product, that reflects the process, results, lessons learned from the methodology point of view;
  • To liaise with study implementation team and solicit their inputs as necessary in order to collect relevant feedback that will be incorporated into the knowledge product;
  • To facilitate a 1-day workshop bringing together the National VAW Study implementation team including GEOSTAT management, the qualitative research team, field workers etc. to brainstorm on challenges and lessons learned while implementing the Study methodology;
  • Based on the results of the workshop, assist in developing the knowledge product capturing the process, results, challenges and lessons learned;
  • To support local CSO partners in Abkhazia, Georgia in developing smaller-scale VAW study methodology (questionnaire as well as interviews’ and focus-group guides);
  • To support local partners in the analysis of collected data and report writing.

Deliverables:

  • Workshop on challenges and lessons learned with the Study implementation team (1 day) – by 10 November 2018;
  • Write up of the workshop documenting challenges, lessons learned and best practices (3 days) – by 20 November 2018;
  • Technical inputs in the production of the knowledge product on National VAW Study implementation (3 days) – by 30 November 2018;
  • Methodology for the Abkhazia Study customized (5 days) – by 15 December 2018;
  • Technical inputs and peer review of the final report of VAW study in Abkhazia, Georgia (8 days) – by 31 May 2019.

Required Skills and Experience

Education:

  • Graduate degree in Social Sciences, Statistics, Gender Studies, Development Studies, Human Rights, Sociology or related field;

Experience:

  • A minimum of seven years of progressively responsible and relevant experience in the fields of data collection, processing and analysis;
  • A minimum of three years of managerial and leadership skills, abilities to plan, coordinate and implement multiple tasks involving different stakeholders and parties;
  • A minimum of three years’ experience of research and statistical processes in the area of GE/GBV/VAW. Experience in conducting household surveys on GBV/VAW is a requirement;
  • Direct experience of implementing the European Union Agency for Fundamental Rights Violence Against Women: an EU Wide Survey methodology, the WHO Multi-Country Study on Women’s Health and Domestic Violence Against Women or other internationally recognized survey methodology focusing on the prevalence of GBV/VAW will be considered a strong asset;
  • Proven training/facilitation expertise in conducting household surveys on the topics of GBV/VAW or related issues;
  • Proven experience in the use of statistical software (STATA, SPSS) for the analysis of VAW prevalence surveys;

Language:

  • Fluency in English and Georgian.

Evaluation procedure:

The candidates will be evaluated against the following technical and financial criteria:

  • Graduate degree in Social Sciences, Statistics, Gender Studies, Development Studies, Human Rights, Sociology or related field (max 50 points);

  • Proven experience in the use of statistical software (STATA, SPSS) for the analysis of VAW prevalence surveys (max 30 points);
  • Fluency in English and Georgian (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The Consultant will work under the overall guidance of the UN Women Programme Specialist and direct supervision of UN Women Project Analyst.

Financial arrangements:

There will be one final payment disbursed in the end of the contract upon submission and approval of all the deliverables and certification by UN Women Programme Specialist that the services have been satisfactorily performed.
