SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

As finance Officer He/she is responsible to prepare checks, transfer letters to the suppliers and money dealers, preparing tax documents of JRMO permanent, project, field project staff, contractors and house rent on monthly basis for payment to Government, prepare Central Regional Management Office (JRMO) permanent and project staff annual salary master file as required by auditors, prepare salary, contractors, suppliers and house rent annual tax master file.

Qualifications & Requirements:

  • Bachelor’s degree, or equivalent, in related professional field, Graduated from Faculty of Economy or holder of BBA from any relevant institute.
  • 3-4 years’ relevant experience, especially within an NGO, UN agencies or similar organisation. (At least two years working experience preferably with one of the International NGO’s or UN offices in the related field. Fluent in Dari, Pashto and English, written and spoken
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience of planning, reporting and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive and well mannered.
  • To be very good in arithmetic and calculation, willing to travel in the field projects, to be an Afghan citizen.

Main Responsibilities:

  • To check and control all the receipts and payments before the documents are given to the cashier for payment.
  • Make sure that expenditures are according to the approved budget and the financial rules and regulations are adhered.
  • To reconcile and consolidate all monthly taxes of permanent, Project and field project staff salary of JRMO and taxes of contractors, suppliers and SCA house rents of JRMO and sent it to Kabul Management Office (KMO) for payment to Government in close cooperation of Finance Manager of JRMO
  • To be responsible for preparing monthly local staff salaries (pay-roll)
  • Follow up the JRMO receivable, liabilities and stock records.
  • Check and control field project staff monthly payrolls for calculation, accounting codes, tax calculation and other financial requirements.
  • To be responsible for filling system of the JRMO finance unit.
  • Keep financial records of the JRMO finance.
  • To write checks, transfer letters to the bank and keep the record of such transaction.
  • To take copies of vouchers and other financial documents.
  • To prepare different kind of worksheet in MS Excel.
  • To handle cash of the JRMO in the absence of the cashier and maintain the safety of cash in considering SCA cash insurance policy.
  • To be responsible for safe and accurate handling of check books and maintaining of the original receipts prior to sending to Senior Accountant.
  • To receive the bank statements from the banks and keeping the record of bank transactions that is used for monthly bank reconciliations and do the bank statement reconciliation.
  • To be responsible for filing of all taxes slips and other support documents related to taxes payment of JRMO.
  • During absence of finance manager act as finance manager.
  • Sending the JRMO finance original documents to KMO on weekly or daily basis if needed.
  • Sending JRMO blank payrolls to KMO on monthly basis.
  • To communicate, if required, with the money dealers in the absence of finance manager to facilitate the transfer of funds to JRMO.
  • Act according to the policy and regulations of SCA
  • To communicate all technical issues with His/her superior.
  • To train the staff of other units on how they use the standard forms (for instance, per diem & travel cost form, Imprest application, Advance etc.)
  • To train the new finance staff regarding maintaining of bank transactions, Imprest and advances and other financial issues of JRMO.
  • To communicate with HRM regarding new employment and upgrading issues & to reconcile the payroll with HRM records in close cooperation of HRM.
  • To transfer monthly salary of JRMO staff to their bank accounts.
  • To do any other duties assigned by the line manager
