UNICEF Office in Romania is hiring a Project Assistant (Romanian language) for supporting the UNICEF interventions in Bacau County.

Background

 

In 2014 UNICEF launched a model for testing the provision of integrated package of services at community level in Bacau County. Starting 2019 the modelling will address new types of services and innovative approaches and focus on ensuring sustainability and replicability at local and county level.

 

Key tasks and deliverables

 

Under the supervision of the UNICEF Programme Associate and in strong collaboration with UNICEF implementation team, as well as local and county coordinators, the Project Assistant will ensure all support activities are delivered efficiently:

 

  1. Programmatic support
  • Organize monitoring visits at local level to check the progress of various activities developed within the model; after each visit, a monitoring report will be drafted, including specific recommendations for adjustment of the model, in accordance with a specific template provided by UNICEF;
  • Ensure representation to various meetings held in Bacau by UNICEF partners at county and local level; after each meeting, a short report will be drafted and sent to UNICEF team;
  • Follow-up on communication with implementing partners at local level, providing support and monitoring implementation of required actions by partners;
  • Prepare various reports, budget monitoring, drafting information for use in meeting and discussions with partners;
  • Maintain communication with UNICEF team in Bucharest in order to clarify issues and seek approvals/ advice.
  • Perform HACT related activities, including liaison with implementing partners at local level, inputs in VISION, monitoring and reporting etc

     

  1. Logistic and administrative support
  • Organize meetings, events, ensure logistics for project activities at local level, prepare invitations, follow up with participants, arrange transportation, accommodation, venues, etc.
  • Prepare documentation related to project activities, follow up on obtaining needed information from partners;
  • Check supporting documentation for payments, seek clearance from budget owners and approval from relevant UNICEF staff, as established in the work processes and standard operating procedures;
  • Act as translator in meetings/ events, translate various documents English/ Romanian;
  • Any other task, as requested by supervisor.

     

     

     

Required skills and qualifications

 

The minimum qualifications and competencies required are:

  • At least secondary education finalized (post-secondary education in accounting or project management an asset);
  • Five years of progressively responsible for clerical and administrative work, of which minimum two closely related to support for project area activities;
  • Proven initiative and good judgement, attention to details;
  • Good analytical and communication skills;
  • Proven ability to work under pressure and strict deadlines;
  • Good interpersonal skills, flexibility, tact and discretion;
  • Strong customer orientation;
  • Sound time management skills;
  • Ability to function as an effective team member;
  • Knowledge of Microsoft tools (Word, Excel, Powerpoint);
  • Good knowledge of Romanian and English, spoken and written.
  • Previous project management experience with UN agencies is an asset.

     

 

Time frame and location

 

The consultant will be based in Bacau county. The contractor will be expected to travel extensively in Bacau county.  Regular visits to UNICEF office in Bucharest will also be required. Travel expenses will be covered outside this contract.

The contract will cover the period 1 December 2018 to 15 November 2019 with the possibility of extension pending the availability of funds and performance.

The consultant will sign a health statement prior to taking the assignment and the designation form will be completed. The consultant will be responsible for paying income taxes and any other due taxes as per applicable national legislation. UNICEF Terms and Conditions will apply.
