Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

The overall goal of the study is to provide a broad mapping of the Armenian diaspora at the global level with an emphasis on highly skilled diaspora members, as well as a more detailed mapping in two target countries and, based on the mapping, identify and assess best practices in diaspora engagement that are most suited to the Armenian context. The results of the study will be used to inform a communications strategy that enhances the Government of Armenia’s sustained collaboration with relevant diaspora groups and members. “Enhancing Development through Diaspora Engagement in Armenia" project aims to support the Government of Armenia in developing a coordinated and sustainable diaspora engagement strategy through a phased approach. In order to achieve the project objective and strengthen the role of diaspora in Armenia’s development though effective utilization of its intellectual potential, knowledge and skills necessary for the country’s economic and social modernization and transformation into a knowledge and innovation based economy IOM will implement three

project components dealing with: (i) initial diaspora mapping; (ii) study of the international experience of diaspora engagement; (iv) development of a diaspora communications framework.

The successful candidate will work under the supervision of the Head of Office of IOM Mission in Armenia, and in close coordination with IOM Regional Office for South-Eastern Europe, Eastern Europe and Central Asia and Liaison Office for UN Agencies & Other International Organizations based in Vienna.

Where needed, the IOM will provide its support through letters to organize meetings with relevant bodies. IOM will arrange interpretation / translation for this consultancy. Core Functions / Responsibilities:

Objectives of the Study:

a) Through desk-research and analysis of web traffic data, provide demographic and sociological profile of the diaspora, differentiated by country of residence within the major countries of destination for the Armenian diaspora and, where relevant, at the city of residence level.

Page 1 / 6b) Using onomastic analysis of databases, provide a professional/occupational profile of highly skilled diaspora.

c) Through surveys, key informant interviews, and/or focus groups, assess attitudes of diaspora members in two key destination countries, towards Armenia including their degree of engagement in social and political life of Armenia and their interest in engaging in development-related programmes.

d) Provide an overview of the degree of coordination of the Armenian diaspora in two key communities of destination in terms of activities and associations.

e) Conduct a mapping and analysis of programmes/projects designed to engage diaspora in development of the country of origin implemented by governments and international organizations, outlining lessons learned and good practices.

f) Based on the diaspora mapping and knowledge of the Armenian context, provide recommendations of what types of diaspora engagement programmes may be most appropriate and successful in their implementation in Armenia.

Specific Objectives of the Consultancy:

a. Coordinate the global mapping of Armenian diaspora through implementation of a desk-review of available research as well as through an analysis of web traffic as a means of measuring and deriving information about the Armenian diaspora. The consultant will also coordinate with Namsor for the implementation of an onomastic analysis to map highly skilled Armenian professionals in the diaspora.

b. Coordinate and implement a more detailed and qualitative mapping of Armenian diaspora in two key countries of destination through the use of more traditional mapping methodologies including surveys, Key Informant Interviews (KII), and Focus Groups (FG), as well as through coordination with Namsor for “big data” mining.

c. Conduct an analysis of diaspora engagement programmes implemented by governments and international organizations and, based on the diaspora mapping and knowledge of the Armenian context, identify relevant practices and programmes that may be sustainably and successfully implemented in Armenia.

Duties and Responsibilities:

1. Develop and present the study methodology to IOM. In addition to traditional mapping exercises including desk research, focus groups, surveys, and key informant interviews (including interviews with Armenian officials at key embassies and consulates), the methodology will include (i) use of web traffic data as a tool to map diaspora and; (ii) coordination with Namsor to conduct onomastic analysis to locate and identify highly skilled Armenian diaspora professionals.

2. Coordinate with Google Analytics to conduct an analysis of web traffic of key Armenian websites.

3. Coordinate with Google Analytics consultant to integrate findings of web traffic research into the diaspora mapping report.

4. Coordinate with Namsor to conduct the onomastic mapping of diaspora, carry out the analysis of results, and integrate the results into the final report.

5. Coordinate and implement more detailed/qualitative diaspora mappings in two target countries.

6. Present preliminary findings/draft report of the mapping exercise to IOM for consultation with national stakeholders for their input and feedback.

7. Develop presentation materials and deliver a validation workshop on the diaspora mapping exercise with government stakeholders.

Page 2 / 68. Collect information on diaspora engagement programmes implemented by governments and international organizations globally, including assessment of the required conditions for their success.

9. Develop recommendations on what types of diaspora engagement programmes may be most relevant and successful in the Armenian context.

10. Present preliminary findings/draft report to IOM for consultation with national stakeholders for their input and feedback.

11. Develop presentation materials and deliver a validation workshop to government stakeholders.

12. Prepare a final report, in English language, that includes both the diaspora mapping and the analysis of diaspora engagement programmes.

13. Develop a short policy brief (3-5 pages) derived from the final report to be used as a discussion piece for meetings with government officials and other stakeholders. 14. Undertake duty travel as necessary to complete the above-mentioned tasks. 15. Perform such other duties as may be required.

Tangible and measurable outputs of the work assignment

1) A final report presenting (i) the key results of diaspora mapping exercise; (ii) analysis of diaspora engagement programmes; (iii) recommendations on suitable diaspora engagement programmes for the Government of Armenia to consider.

2) Delivery of two presentations on the results of the work at validation workshops with governments stakeholders.

3) A policy brief/executive summary outlining the key findings and recommendations of the report.

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian affairs, Project Management or a related field from an accredited academic institution; or • Complementary studies in economics and/or statistics will be an advantage; or • Other formal education relevant for the assignment.

Experience

The successful candidate is expected to have the following qualifications and competencies: a. Experience:

• At least 5 years of proven experience preferably in social research areas;

• Proven experience in developing analytical works, preferably in migration related fields; • Previous experience in conducting international research including using research techniques such as surveying, KIIs and FG;

• Knowledge and understanding of the relationship between migration and development and diaspora engagement;

• Advanced experience in drafting research tools and sampling frameworks, as well as data management and analysis;

• Experience in working with international organizations and UN agencies, an advantage; • Previous experience developing reports for governments, an advantage.

b. Competencies and Skills:

• Strong analytical, writing and communication skills particularly in the field of interviewing and conducting focus groups;

• Good knowledge of the migration & development concept and diaspora as well as remittances themes;

• Familiarity with IOM’s mandate;

• Good command of oral and written English.

c. Personal Qualities and other requirements:

• Good interpersonal skills, solid judgment/decision making, initiative and creativity; • Cultural and gender sensitivity.
