SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

The Senior Communications Officer at JRMO is responsible for all kind of communication related activities at the Regional Office. That includes managing the brand, implement the visual identity, media relations, production of information materials, internal communications, preparing case stories as per donor request, etc.

He or she do also support the Communications Unit at the Kabul Management Office in all SCAs communication activities that are carried out at the national level. He or she do also support communication, fundraising and advocacy at the Communications Unit in Sweden through the Communication Unit in Kabul Management Office. The Senior Communications Officer should network with those holding similar positions in the other Regional Offices.

Qualifications & Requirements:

  • Bachelor’s degree in Communications, Journalism or related field.
  • 3-4 years relevant experience in communications and media relation preferably with UN and INGOs.
  • Understanding of development issues and Communications for Development.
  • Experience of productions of magazines.
  • Share vision and values of SCA and actively stand up for them.
  • Have worked in media or as press secretary.
  • Have been involved in production of a magazine and/or other printed materials.
  • Being a skilled writer, and possibly also a good photographer.
  • Have fluency in written and spoken English, Dari and Pashto.
  • Have communication skills.
  • Be good at planning and organizing.
  • Be a team worker and have troubleshooting skills.
  • Ability and willingness to travel to the project sites within Afghanistan.
  • Be honest, proactive and well mannered.
  • Have computer skill at operator level, especially with MS Office packages.
  • Having understanding and experience of Photoshop, CorelDraw and InDesign is desirable.
  • To be able to meet deadlines.

Main Responsibilities:

  • Perform all communications related tasks in the region.
  • Promote and sustain SCA reputation and brand.
  • Assist in developing communication strategies for organizational objectives delivery.
  • Manage media relations and maximize media opportunities.
  • Ensure implementation of SCA visual identity at JRMO level. Produce high-quality communication materials; both when it comes to design and quality of text and pictures.
  • Responsible to update related JRMO page on SCA website.
  • Support advocacy activities. 
  • Handle internal communication.
  • To increase awareness at the rural community levels about SCA and also reflect programmes activities through articles and pictures.  
  • To be the focal point for Communications Unit at Kabul Management Office; which includes support for the production of the staff magazine, support for efforts to develop SCA's presence on the Web and in social media, contacts with national media and all other communications activities at national level.
  • Support the work of communications, fundraising and advocacy at the Communications Unit in Sweden (via Communications Unit in Kabul, which is focal point).
  • To travel to rural areas where SCA has its activities to collect data.
  • Responsible to develop case stories and publication material as per donor request in coordination with relevant programme unit at JRMO level.
  • Responsible to distribute Hemmat editions in the region at time.
  • Responsible to provide articles/case stories with pictures/films in English and local language.
  • Support Communications Unit in translation to and proofreading of articles and shorter documents in Pashto.
  • Must share and promote SCA’s Values of responsiveness, impartiality, equality, social justice, and Integrity.
  • Responsible to arrange visits of visitors related to communication activities to related JRMO.
  • Take responsibility for own work and honestly seeking to achieve organisational and personal objectives.
