Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights and peace and security. Placing women's rights at the centre of all its efforts, UN women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. It will provide strong and coherent leadership in support of country priorities and efforts, building effective partnerships with civil society and other relevant actors.

Uganda has made significant progress in developing legal frameworks, policies and programmes which support international and regional commitments that protect women’s human rights and advance gender equality. Despite these commendable efforts, women in Uganda still face discrimination and marginalization.  This is particularly due to the slow change in attitudes about the status and positioning of women in Uganda’s society and in the culture and practices of public institutions that are responsible for the implementation of various progressive laws, policies and programmes intended to promote gender equality and women’s empowerment.

The situation of women is adversely affected by strong cultural and religious beliefs that perpetuate inequalities in terms of access, control and ownership of resources in all sectors of the economy.  Violence against women remains a major obstacle to the empowerment of women. The Uganda Demographic and Health Survey (UDHS) 2016 shows that 56% of women aged 15-49 have experienced physical violence at least once since age 15 while wife battering as a form of GBV is widely accepted. The Affirmative Action Policy has enabled major progress in women’s representation in Cabinet, Parliament and Local Councils. But this level of representation of women in the different decision-making political bodies has not yet yielded significant influence over the transformation of the situation of women. Uganda draft report on implementation of UN Resolution 1325 reveals that women are not effectively included in decision making processes in the recovery phase in the context of post conflict situation in Northern Uganda.

In Uganda, UN Women addresses these challenges through its 2016 – 2020 Strategic Note which focus on the following Results Impact Areas: 1) Women’s Political Participation and Leadership, 2) Women’s Economic Empowerment, 3) Ending Violence against Women and Girls, and (4) Women Peace, Security and Humanitarian Action.

To support its Organizational Efficiency and Effectiveness in the areas of strategic advocacy, communications and widening of resource base, UN Women Uganda CO is hiring an international consultant who will a) Update the Country Office’s Resource Mobilization Strategy and Action Plan, b) Support Country Office to develop multi-media tools and platforms to enhance the effectiveness (and assess the impact of its advocacy and communication function, and c) Conduct capacity building for UN Women staff and partners on communication and advocacy.

Duties and Responsibilities

The specific tasks of the consultant:

  1. Strategic Partnerships and Resource mobilization
  • Based on UN Women’s priority areas, plans and programmes and the Strategic Note, update the resource mobilization strategy for the period 2018-2020;
  • Review existing and potential donors and compile relevant information on donor requirements and guidelines such as the donor priority sectors, guidance for proposal writing and reporting;
  • Undertake a mapping of key investment areas and actors in the private sector in Uganda and abroad and design strategies for engagement;
  • Provide relevant information to the UN Women team about the immediate opportunities available among donors and the private sector;
  • Prepare a clear and comprehensive account of donor and private sector organizations, priorities and potential funding resources;
  • Review compatibility of the donors and UN Women's objectives and assess the opportunities for UN Women to access donor funding;
  • Assess needs related to organizing in-house information for improved donor outreach and management of on-going relations and resources;
  • Provide recommendations for improved systems and staff capacities to enhance resource mobilization capacity;
  • Propose forward looking suggestions for innovative financing approaches that are yet to be tested

2.  Advocacy and communication

  • Support the Country Office to develop multi-media tools, channels and platforms for to enhance its advocacy, communication and visibility on different thematic issues
  • Conduct a series of capacity development activities for Country office staff and partners on communication for development using multi-media channels, forums and platforms.

Deliverables

The Consultant is responsible for delivering the following:

1. Strategic Partnerships and Resource Mobilization

a) A detailed updated Resource Mobilization Strategy with all information related to the specific task description including;

  • Annual milestones and targets to 2020
  •  Tools for implementation of the strategy such as- Priority programme areas with potential for resource mobilization.- Potential funding sources and key donors to be targeted along with their funding cycles/periods.- Specific resource mobilization strategies and approaches from private sector.

b) Resource Mobilization Action Plan with clear time lines

c) Resources and tools required reaching out to potential donors such as presentations templates, briefs.

2. Advocacy and communication

a) Resources and tools for expanding Country Office communication, advocacy and visibility on key thematic issues;

b) 3-4 capacity building session for staff and partners on the use of the advocacy and communication tools

  • Proven ability to lead formulation of Resource mobilization strategies and their implementation;
  • Ability to apply Resource Mobilization and Partnerships building theory to specific institutional contexts;
  • Excellent analytical and organizational skills;
  • Excellent communication skills including writing and presentation skills

Required Skills and Experience

Education

  • Holder of advanced university degree in the social sciences, gender studies, international studies, development studies or related field.
  • Knowledge of UN Women Vision, Mission and Strategic goals.

Experience

  • At least ten years of experience, demonstrating significant results in the field of resource mobilization for gender equality;
  • Proven experience and results related to mobilizing resources from non-traditional sources including private sector
  • Proven experience in development and implementation of multi-media communication and advocacy tools and strategies 

Language Requirement

Fluency in spoken and written English

Duration: 30 days
