IRC Jordan aspires to empower vulnerable communities with freedom and dignity by prioritizing the use of cash over in-kind humanitarian assistance to achieve its strategic programmatic outcomes. In line with the IRC’s global cash strategy, in 2018 IRC Jordan will expand upon its use of cash assistance across all programming outcome areas. Over the next four years, cash assistance programming will serve as a central delivery modality in all IRC programming in Jordan country program including in health, protection, economic wellbeing and education interventions.

The Cash Unit in Jordan serves as the operational hub for making cash payments to beneficiaries of all of IRC Jordan’s interventions. IRC Jordan has multiple sectors that utilize cash for their programs and employs a variety of payment mechanisms to transfer cash to beneficiaries. The Cash Unit coordinates and streamlines all processes involved in making payments to ensure that Jordan’s cash programs run smoothly and efficiently.

Job Over view/ Summary:

Under the supervision of the Cash Operation Manager, the Cash Unit Officer primary will support different program/sectors in timely disbursement of cash to the beneficiaries through various transfer mechanism in multiple locations of Jordan to achieve programmatic outcomes.

Major Responsibilities:

General:

  • Support the Cash Unit Manager in the processing of Cash transfers (ATM Cards, Mobile Money, Cash in Hand disbursement) to beneficiaries across IRC Jordan’s programs.
  • Guide the program team regarding the design of payment programs and the preparation of payment documents.
  • Review the payment documents and ensure that required documentation is in place
  • Submit necessary payment documents for review & approval.
  • Support the Cash unit in the Coordination with program, SC, security, Bank/FSP for disbursement (ATM Cards/Cash etc).
  • Develop and share reports of each transaction with the Cash Operation Manager.
  • Prepare monthly report of amounts and numbers of transactions in different programs
  • Contact beneficiaries to discuss the distribution details
  • Any other task assigned by Cash Operation Manager.

Disbursement using ATM Cards:

  • Share data (after getting necessary approval) with Bank for printing of ATM cards.
  • Plan distribution of ATM cards to beneficiaries in consultation with SC, Security & Program teams
  • Keep extra ATM cards in safe custody.
  • Conduct ATM distribution in IRC’s intervention areas and other governorates.
  • Maintain record of distributed and stored ATM cards.
  • Work with Finance to loading/re-loading of ATM cards as per program needs.
  • Receive and address beneficiary functional complaints regarding cash payments from program/MEAL team
  • Report all issues related to beneficiaries related to cash withdrawal/ATM cards usage to the cash unit manager to resolve the issues with the Bank/FSP.
  • Collect the disbursement report from the bank and reconcile it with Cash Unit record.

Disbursement through Cash in Hand:

  • Submit the request for programmatic cash advance after receiving necessary approval
  • Provide needed information to the cash unit manger to Coordinate with Programs, SC and Security for the finalization of disbursement plan.
  • Share approved disbursement plan with Program teams and inform the beneficiaries of upcoming payment
  • Disburse hard cash to beneficiaries (in the field) as per approved payment sheet after necessary verification with support of program team. 

Qualifications

a)Education:

  • Bachelor’s Degree in social sciences, business, accounting, rural development or related fields

b)Languages:

  • English and Arabic

c)Skills and Competencies:

  • Ability to work as part of the team  
  • Strong organization and communication skills
  • Good community participation skills
  • Strong analytical and conceptual skills
  • Understanding of different cash transfer mechanisms

d)  Work Experience:

  • At least 3 year of field related experiences in cash transfers with I/NGOs
  • Experience of working with bank and mobile companies  for cash transfers  
  • mExperience of working with different Cash Transfer Mechanisms
  • Excellent computer skills in MS office specially spreadsheets

Position directly supervises:  Cash Unit Assistant
