About the job:

Risk and Compliance officer is responsible to ensure DRC-DDG code of conduct response mechanism is safely accessible to all stakeholders including staff and people of concern. Ensures all staff have adequate knowledge and awareness of code of conduct response mechanism, facilitate training to staff and other stakeholder.  

Responsibilities:

  • Ensure that DRC-DDG code of conduct response mechanism (CoCRM) is widely available and safely accessible to all targeted personal and stakeholders including people of concern in a language they understand.
  • Facilitate code of conduct response mechanism training to all personal (including area office staff) & stakeholders including partners when relevant.
  • Expand and promote existing CoCRM in each site which ensures all staff and beneficiaries can safely access to make confidential complaints.
  • Recommend improvement for CoCRM based on lessons learned through effective monitoring.
  • Conduct investigation of potential misconduct based on intake committee recommendation, and instruction of authorizing officer in accordance with DRC investigation guidelines.
  • Communicate and disseminate complaints handling procedures, policies and tools as appropriate to staff, people of concern and other stakeholders.
  • Visit field offices to facilitate CoCRM training and conduct investigation as per DRC investigation guidelines as appropriate.
  • Maintain record of training participation & submit to HR Manager as required.
  • Serve as registrar for code of conduct response mechanism (CoCRM) for DRC-DDG – Afghanistan program, update online tracking tool.
  • Serve confidential point of contact for employees & people of concern to reports irregularities.
  • Assist Senior Compliance Officer & HoRC in development of training modules, brushers and posters for awareness and promotion of DRC-DDG CoCRM.

  • Employees and stakeholders are informed and up to date on code of conduct response mechanism.
  • Tracking tools and database is updated on regular basis.

About you

To be successful in this role you must have:

Education & Qualification:

  • University degree in Law, social sciences, or relevant field
  • Excellent writing and communication skills;
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with national staff and other stakeholders;
  • Ability to work in a deadline driven environment and undertake a proactive approach;
  • Ability to work in a systematic & organized manner
  • Ability to respect and maintain confidentiality
  • Commitment to core humanitarian standards and values

Experience:

  • At least 2 years professional work experience in compliance in international organizations
  • Familiarity of working with NGOs preferably INGOs with refugees, returnees and IDPs is desirable.

Languages:

  • Excellent spoken and written English
  • Full command to communicate in both Dari and Pashto.

  • Availability: As soon as possible.
  • Duty station: Country Office Kabul.

We offer:

  • DRC will offer the successful applicant a Contract until 31st December 2018, extendable depending on funding availability and performance.
  • Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at salary D1 – 38000 AFN.
