Background

GCF board secretariat approved a 7-year (August 2018- July 2025) project for Georgia titled: “Scaling-up Multi-Hazard Early Warning System and the Use of Climate Information in Georgia” (hereafter GCF project). The project will be implemented under National Implementation Modality (NIM) with the Ministry of Environmental Protection and Agriculture (MoEPA playing) an executing entity’s/implementing partner’s role for it. 
 
Overall objective of the project is to reduce exposure of Georgia’s communities, livelihoods and infrastructure to climate-induced natural hazards through a well-functioning nation-wide multi-hazard early warning system and risk-informed local action. The GCF project will provide critical climate risk information that would enable the Government of Georgia to implement a number of nation-wide transformative policies and actions for reducing exposure and vulnerability of the population to climate-induced hazards. The project will thus catalyse a paradigm shift in the national climate risk management, climate-proofed disaster risk reduction and early warning approaches. The project innovation and transformative change will also include (a) participatory “Last Mile” communication solutions tailored to the needs of local communities, including CBEWSs; (b) increasing implementation capacities for carrying out cost-effective risk reduction and community resilience measures through such innovative approaches as watershed/floodplain restoration, agroforestry, etc., and combination of structural and non-structural protection measures aimed at reducing exposure and increasing effectiveness of the early warning; (c) combining best available science and local knowledge for vulnerability assessment, hazard and risk mapping, disaster modelling and forecasting; (d) (e) carrying out a comprehensive community, municipal and national-wide awareness raising, education and capacity development activities on multi-hazard risk reduction, including preparedness, response and EWSs.
 
In order to ensure effective and efficient implementation of the project, National Project Coordinator/Project Manager is being recruited to manage the project on a daily basis. He/She will work under the technical guidance of CTA and direct supervision of Environment and Energy Team Leader of UNDP CO.
 

Duties and Responsibilities

National Project Coordinator will be working under the technical guidance of the project Chief Technical Avisor (CTA) and direct supervision of the UNDP Environment and Energy Team Leader. He/She will organize and coordinate activities under the project as per the agreed workplan according to the project document. Responsibilities of the National Project Coordinator include management of institutional relations with the concerned government institutions and project other partners, as well as administrative and financial management and oversight in line with UNDP rules and procedures. He/She will ensure effective implementation of the project so that expected results of the Project are achieved in a timely manner.
 
Summary of Key Functions: 
 
The Primary responsibility of the National Project Coordinator is to ensure that the project produces and achieves the objectives specified in the project document, to the required standard of quality and within the specified constraints of time and cost. He/She will ensure effective management of the project and supervision of the project team which includes the realization of project outputs through activities according to the approved project work plan through effective application of results-based management tools, establishment of benchmarks, indicators and targets and, monitoring and reporting of achievement of results. Planning, budgeting, implementing and monitoring of the project, tracking use of financial resources in accordance with UNDP rules and regulations. 
 
Overall management functions include:
  • Day-to-day management and supervision of the project ensuring that the expected outputs are completed on time and they comply with specific project criteria and quality requirements; 
  • Mobilization of goods and services to initiative activities, including drafting TORs and work specifications for experts and lead experts’ recruitment processes, oversee procurement processes and technical evaluations;
  • Monitoring of financial resources and accounting to ensure accuracy and reliability of financial reports; 
  • Organization and supervision the workshops and trainings needed during the project; 
  • Contribution to the staff and stakeholders learning and knowledge management;
  • Liaising with the Project Executive Board to assure the overall direction and integrity of the project;
  • Identification and obtaining of support and advice required for the management, planning and control of the project;
  • Ensuring visibility of project results, and of all relevant partners, in line with UNDP rules and requirements.
Specific technical tasks and responsibilities of the proposed assignment include, but are not limited to:  
  • Development of annual work plans with assistance of Chief Technical Advisor (CTA) and finance assistant;
  • Tracking of financial expenditures and preparation of budget revisions;
  • Maintaining issues and risk log, as well as tracking progress against indicators and targets of the project Results and Resources Framework and adjust it in accordance with corporate requirements and local needs;
  • Developing of the annual procurement plans, participate in selection of contractors and supervise their work with assistance of the CTA and Procurement Assistant;
  • Preparation of the Letters of Agreements (LoAs) with national counterparts/responsible parties and supervision of their execution with assistance of CTA, Finance Assistant and Procurement Assistant;
  • Preparation of the Annual Work Plan and Quarterly Plans, if required;
  • Contribution to the development of inception report, annual progress reports and terminal report; 
  • Contribution to the mid-term and terminal evaluation of the project in terms of management responses;
  • Provision of on-demand advise to the UNDP management and Environment and Energy Team Leader, National Project Director and relevant government counterparts on project related issues;
  • Documenting lessons from project implementation and making recommendations to the Project Board for more effective implementation and coordination of project activities;
  • Readiness to perform other relevant duties as required.

Required Skills and Experience

Education:
  • Advanced university degree (at least M.Sc. or equivalent – minimum qualification criterion) in the area of Environmental Science, National Resources Management, Water Resources Management, Climatology, Hydrology, Hydrometeorology or other relevant fields 
Experience:
  • At least 5 years of (managerial or consultancy) experience (minimum qualification criterion) in any of following fields: Climate Risk Reduction (CRM)/Climate Change Adaptation (CCA), climatology, hydrometeorology, EWS;
  • At least 5 years of experience (minimum qualification criterion) in project management;
  • Demonstrated experience in working with/for International Development Organizations and in particular UNDP;
  • Knowledge and understanding of CCA and CRM context of Georgia.
Other Requirements:
  • Excellent oral and written communication skills in Georgian and English;
  • Experienced and advanced user of computers and office software packages.
