1.      Organizational Context

 

a.    Organizational Setting

 

The position is located in the Performance and Development Section of the Human Resources Management Department (HRMD).  This Section is responsible for professional development of staff, reduction of skill gaps and facilitation of effective performance management in line with the organizational strategy.

 

b.      Purpose Statement

 

The incumbent reviews, and designs HR policies, processes and systems in the specialized field of the Section and provides a proactive and consultative HR service to management and staff in the areas of performance management, staff development and career support.

 

c.      Reporting Lines

 

The incumbent works under the supervision of the Head of the Performance and Development Section.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Develop, implement and monitor the policies, systems and processes to provide a framework for effective performance management, staff development and career support;  advocate new approaches for the Organization, propose pilot initiatives and follow up on implementation.

 

b.   Provide authoritative advice on the interpretation and application of HR policies, rules and regulations, standards and techniques related to performance management, staff development and career support;  identify areas for enhancing HR services and operations.

 

c.   Provide advisory services to managers and staff on performance management, staff development and career support;  explain and promote those topics in WIPO; coach managers and staff on related subjects;  develop information and training material, give presentations and conduct training sessions.

 

d.   Maintain level of specialization by keeping up to date with HR developments, legal issues and best practices in the UN common system and in other international organizations in the public and private sectors and recommend performance management, staff development and career support initiatives.

 

e.   Develop, undertake and monitor special projects undertaken by the Section;  oversee and coordinate IT-related matters of the Section and the other learning centers of the Organization; supervise the preparation of statistics and prepare reports and provide briefings to management.

 

f.    Represent HRMD in internal working groups and meetings;  prepare and present technical papers and reports; participate in the HR Network, inter-agency meetings and working groups and other bodies focusing on common system procedures and policies;  maintain and enhance collaboration at the common system level.

 

g.   Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in human resource management, public or business administration, law, social sciences or related field.


A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.

 

Desirable

 

Professional HR certification (e.g. CIPD, SHRM).

Change management and project management certification.

 

Experience

Essential

At least seven years of professional experience in the field of human resources management, of which at least five must be in the areas of performance management, staff development and career support.

 

Desirable

Five or more years of experience in an international organization.

Experience with drafting and consulting on policy documents.

Experience with implementing change initiatives in an international environment.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of French or other UN official languages.

 

Job Related Competencies

Solid knowledge of modern human resources management theories and procedures within international private and public administration.

Excellent knowledge of career support, staff development and performance management related approaches, policies, processes and systems.

Strong analytical and conceptual skills in analyzing and interpreting HR operational issues, formulating opinions, and proposing and implementing solutions.

Excellent drafting skills.

Ability to communicate effectively both orally and in writing and provide advice on sensitive and contentious issues with tact and discretion.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Strong time management and work organization skills.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the internet.

 

Desirable

Ability to design and implement organizational change initiatives.


Project management skills, ability to work projects from initiation to completion through experience and drive for results.

Knowledge of Oracle PeopleSoft's performance management tool and Enterprise Learning Management system.

Familiarity with WIPO's mandate and work.

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the October 2018 rate of 74.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
