1.    Organizational Context

 

a.    Organizational Setting

 

The post is located in the Control, Quality and Procedures Section, PCT Information Systems (PCTIS) Division. The Division implements the ICT management framework for the portfolio of business applications supporting the PCT, a highly successful patent filing treaty. The Section implements the quality management framework and performs System Development Life Cycle (SDLC) quality assurance and process improvement activities in a software development and support team.

 

b.    Purpose Statement

 

WIPO/PCT is embarking on a large IT transformation, involving projects such as IT infrastructure migrations and architecture review, namely the Resilient and Secure Platform (RSP) program.  One of the first initiatives of the RSP program involves a business application software transformation. The role of the incumbent is to coordinate the planning, resourcing, execution and reporting of test activities required for the software transformation project under the RSP program, following best practices and procedures defined under the Control, Quality and Procedures Section.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Head of the Control, Quality and Procedures Section.

 

d.    Work Relations

 

The incumbent works closely with internal and external stakeholders, in particular, with existing test and quality assurance resources who, in turn, work with the development and maintenance teams of the operational systems that are the subject of this transformation and modernization project.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Participate in the creation and updates to the test and quality strategies, plans, and related PRINCE2 project work products.

 

b.   Define and implement test processes and procedures as per standards defined by the Organization.

 

c.   Conduct test estimation with a view to planning and provisioning the necessary additional test team resources.

 

d.   Ensure that test environments are provisioned and fit for purpose.

 

e.   Develop strategy for test automation.

 

f.    Prepare and review project test artifacts\: strategies, plans, scripts, test data and test reports.

 

g.   Act as the point of contact between development teams, business analysts and testers.

 

h.   Manage functional, non-functional, regression and non-regression testing for the project.

 

i.    Supervise external resources, allocating project work and monitoring performance.

 

j.    Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

First-level university degree in computer science, information technology or other relevant field.  An advanced university degree in a relevant discipline may be accepted in lieu of two years of experience.

Advanced Test Manager ITSQB certification or equivalent.

 

Desirable

Test process maturity/improvement models e.g. TMMI.

Certification in Project Management, e.g. PRINCE2 or Agile.

 

Experience

Essential

At least six years’ relevant professional experience as a Test Manager.

Experience in designing and implementing test automation strategies.

Experience with security and performance testing, automation tools, frameworks and scripting languages.

Experience with various test-sourcing models\: onsite/offshore/TaaS. etc.

Experience with Test Driven Development or Behavior Driven Development.

Experience with testing techniques such as A/B testing for deployment new features to production environment.

Experience in working with project frameworks (e.g. Prince 2, Agile).

 

Desirable

Experience working on mid-large scale software transformation projects, preferably on SOA-based applications.


Experience with ORACLE Database products, Java, XML, etc.

Experience testing WebServices/APIs/Microservices, etc.

 

Language

Essential

Excellent knowledge of written and spoken English.

 

Desirable

Knowledge of other PCT publication languages (Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Russian or Spanish).

5.       Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the October 2018 rate of 74.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of one year, renewable, subject to funding and satisfactory performance.  Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project.  The overall duration of a fixed-term appointment for a project shall normally not exceed five years.  Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
