Background

a.             Purpose

To perform procurement tasks within the Operations team.

b.             Objective

To contribute to results oriented, effective, efficient and accountable implementation of the Country Office activities and achievement of planned results.

c.             Background Information

UNDP in Serbia implements projects and programmes within the scope of the Country Program Document 2016-2020 (CPD). The CPD is guided by the National Priorities for International Assistance (2014-2017) and builds on results achieved to date. The focus of the CPD is on: (a) accountable and representative governance institutions serving people; (b) equal participation for women and lives free of violence; (c) inclusive and sustainable growth; and (d) low-carbon and climate-resilient development.

The Procurement Assistant will work under guidance and direct supervision of the Procurement Associate and in close cooperation with Programme and Project teams.

Duties and Responsibilities

  • Support to administration and implementation of operational and sourcing strategies;
  • Support to oversight and organization of procurement processes;
  • Support to control of CO supplies;
  • Support of logistical services;
  • Perform other duties as required.

Support to administration and implementation of operational and sourcing strategies, focusing on achievement of the following results:

  • Full compliance of procurement activities with UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system.
  • Provision of researched information for formulation and implementation of cost savings and reduction strategies in consultation with Procurement Associate.
  • Support to development and management of the rosters of suppliers, implementation of sourcing strategy and supplier evaluation.

Support to oversight and organization of procurement processes for projects and at the request of other Agencies focusing on achievement of the following results:

  • Support to timely preparation and update of procurement plans for the office and projects and monitoring their implementation.
  • Support to organization of procurement processes including review of TOR(s), preparation of EOIs, RFIs, RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, support to evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
  • Review and support Micropurchasing selection of suppliers.
  • Vendors’ creation in Atlas, preparation of purchase orders and contracts in and outside Atlas, Buyers profile in Atlas.
  • Support to submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (RACP).
  • Preparation of cost-recovery bills in Atlas for the procurement services provided to UN Agencies and projects.
  • Participation in joint procurement processes for the UN Agencies in line with the UN reform. Managing the Long Term Agreements issued and signed as part of UN common services processes

Provision of support to logistical services focusing on achievement of the following results:

  • In the absence of the Travel and Logistics Associate, provides organization of international travel including purchase of tickets, DSA calculation, PO preparation, and travel claims settlement.
  • In the absence of the Travel and Logistics Associate oversees logistical arrangements for various conferences and meetings in full compliance with the UNDP policies and strategies (including but not limited to booking of venue and accommodation for transportation arrangements, provision of required technical equipment and stationary needed for the event.)

Performance Indicators for evaluation of results

  • Timely procurement processes ensured, in accordance with the Procurement Associate instructions;
  • Timely review of Micropurchasing process, entering Vendors and raising POs;
  • Procurement records/files regularly updated and maintained.

Required Skills and Experience

Education:

Secondary school degree required, University degree preferably in Economy or Law is an asset;

Experience:

  • 5 years of working experience and at least 3 years of working in the field of procurement;
  • Knowledge of national financial rules and regulations would be an asset;
  • Excellent information technology skills, including word processing, database applications, presentation software, and internet;
  • Ability to demonstrate a sense of self-assuredness;
  • Strong communication and interpersonal skills.

Language Requirements:

Excellent knowledge of written and spoken Serbian and English.
