Context:

Under the general guidance of the Chief of Mission, the direct supervision of the Head of Mission Coordination Unit, in coordination with Heads of Offices, Programme Managers, Resources Management Office and relevant colleagues in IOM Headquarters (HQs) and Regional Office (RO) for the Middle East and North Africa in Cairo, the successful candidate will be responsible for managing the Programme Development Support Unit (PSU), including managing all staff members, overseeing and leading the programme development, reporting and donor liaison functions of the IOM Iraq mission, as well as supporting the development of the Country Office strategies.

Core Functions / Responsibilities:

• Work closely with the Chief of Mission, Senior Emergency and Programme Coordinator and Head of Mission Coordination Unit on the promotion of IOM activities in Iraq, resource mobilization, external liaison activities and the development of mission strategies. Page 1 / 4• Identify, assess, coordinate and lead the design and development of new programme opportunities, projects or initiatives in coordination with relevant donors, government counterparts, public and private institutions, and project partners, and provide significant advice, input and contributions to the development of project concept papers and proposals, ensuring compliance with IOM and donor requirements. Review all donor reports and proposals before submission to the RO for endorsement.

• In coordination with the Monitoring & Evaluation (M&E) Officer, ensure a results-based approach to project development and compliance with M&E requirements, in line with donors' contractual requirements, interests and expectations.

• Advise, guide and coordinate with programme managers and oversee the compilation and submission of reports for donors, government and other stakeholders. Edit and revise reports as required, ensuring compliance with agreement requirements and procedures. • Oversee and ensure the processing, endorsement and submission of project proposals, donor reports, partner agreements (Service Agreements, MoUs, LoAs and other types of contracts) and any other relevant documents, in line with specific IOM requirements and procedures. • Represent IOM Iraq at relevant donor or partner meetings, briefings and conferences at the international and national level.

• Direct the external liaison and donor relations function. Develop and implement effective tools (visual reports, overviews and communications products) and systems, and compile, analyze and advise on donor policies and priorities for Iraq and Government of Iraq’s policies to identify new funding opportunities and define proactive approaches to donors.

• Advise on and contribute to the Mission’s strategic planning through developing strategy papers and fundraising approaches to present IOM Iraq’s strategies, priorities and needs in Iraq, in line with IOM’s global and regional strategies.

• Respond to inquiries from IOM HQ, RO Cairo, and the UNCT, amongst others regarding IOM Iraq's programming, and migration and displacement trends.

• Guide and manage PSU staff, and support their capacity building by mentoring and providing training opportunities in the field of project development.

• Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or • University degree in the above fields with nine years of relevant professional experience. Experience

• Experience in humanitarian programmes for migrants and capacity-building activities; • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;

• Familiarity with financial and business administration;

• Sound and proven understanding of internal and international migration issues in the region, the sub-region and related issues;

• Knowledge of the region is an advantage;

• Advanced University degree, preferably in Political, Social Science or Business Administration, Page 2 / 4International Relations, or alternatively, an equivalent combination of relevant training and experience;

• Ten years of operational and field experience in project development, resource mobilization, or external liaison in migration related issues;

• Experience in liaising with governmental and diplomatic authorities, international institutions and NGOs;

• Previous experience working in an international organization and knowledge of the UN is essential;

• Previous work in relevant issues such as migration, displacement, transition or stabilization contexts, humanitarian assistance, the Middle East, or Iraq is essential.

Languages

Fluency in English is required. Working knowledge of French and/or Spanish is an advantage. Desirable Competencies:
