National Consultant on the Early Learning Alternatives in Ukraine (Open to Nationals of Ukraine only)

UNICEF is looking for the national consultant to review the existing ‘alternative models’ of preschool education in Ukraine and analyze them in terms of cost-effectiveness and child-friendliness, in particular the modalities, which can be replicated in amalgamated communities (‘hromadas’). This assignment will contribute to the achievement of the result 3.1 of the UNICEF AWP stating that ‘By 2022, MoES and local authorities provide increased access to children aged 3-6 years old, especially the most disadvantaged, to quality and inclusive early learning services'.

UNICEF is looking for the national consultant to review the existing ‘alternative models’ of preschool education in Ukraine  and analyze them in terms of  cost-effectiveness and child-friendliness, in particular the modalities, which can be replicated in amalgamated communities (‘hromadas’). This assignment will contribute to the achievement of the result 3.1 of the UNICEF AWP stating that ‘By 2022, MoES and local authorities provide increased access to children aged 3-6 years old, especially the most disadvantaged, to quality and inclusive early learning services ‘ and its relevant indicators: 

• # of children enrolled in the pre-school education facilities due to a creation of new seats in the selected regions
• Existence of quality teaching and learning environment for early learning (which is based on the Strategic Plan indicator 2018-2021 and foresees: a) Teachers receive training on some (but not all) components of child-centered pedagogy; b) the curriculum is holistic, links to the primary curriculum and/or to any day-care/early years’ curriculum can be improved; c) classroom material lists include age appropriate books, toys /play things and learning materials, materials. They are available in two thirds of preschools nationwide. Most classrooms are designed as per pre-established standards that ensure adequate learning space; d) there are mechanisms or programs for engaging parents in pre-primary education, but only some parents actively engage in these programs)

Main objective of the assignment is to assist MoES in identification of the most cost-effective and child-friendly alternatives of preschool-education and provide recommendations for their further scaling up in the country.

The specific objectives of the assignment are:

1) To conduct rapid assessment of the status of 12 selected ‘hromadas’ in pre-school education, as well as their capacity in terms of infrastructure, HR and funds

2) Based on the assessment, to recommended to UNICEF 2-3 ‘hromadas’ for further development of pre-school alternatives

3) To map the existing preschool ‘alternative models’ in Ukraine via desk review of the available relevant literature and reports, key informant interviews with MoES, its Oblast and local department, international projects, NGOs and initiative groups and focus groups with the parents and community leaders.

4) To produce the detailed profiles of the most promising alternative modalities, which are child-friendly and cost-effective (up to 10).  A profile should include:

• Name of the model
• Short description
• Type of the community/communities, where modality can be applicable
• Typical budget of the modality
• Analysis of pros and cons
• Suggested action plan for scale up
• Other necessary details, if applicable

5) To prepare a report with identification of the optimal models for further scaling up and the way it can be replicated by UNICEF and recommendation on the action plan for further replication of the selected modality

6) To prepare presentation and present the results of the consultancy and UNICEF possible action plan to MoES.
