DFID and UNOPS signed a MoU for UNOPS to implement the Modernization and Improvement of Policing Project (MIPP) as part of DFID’s Integrated Programme for Strengthening Security and Justice (IPSSJ). MIPP is the largest programme of IPSSJ and has a lead role in bringing together other IPSSJ partners. MIPP has the objective to assist in improving the capabilities of Nepal Police while other IPSSJ components support demand side, social norms work and other service providers. MIPP provides equipment and infrastructure support combined with technical assistance for performance enhancement and effective delivery of policing services. The MIPP includes following result areas:

  1. Local security and justice providers have improved capacity to serve the public, particularly women, children and other marginalised people.
  2. Security and justice institutions have effective systems to improve their skills and better manage their resources, including improved police performance management and inspection systems.
  3. Relationships between communities and security and justice providers are improved for greater trust and increased access to services.
In the context of federalism, the upcoming devolution of policing in Nepal will result in the creation of 7 provincial Police Forces and a Central Police organization to provide police services in Nepal. This necessitates new ways of working for MIPP and creates new needs where MIPP can make an impact to help ensure that devolution of policing in Nepal progresses in an effective and peaceful manner. For this reason, MIPP requires provincial presence in priority provinces. MIPP is recruiting up to 3 new Provincial S&J Analysts who will work directly under the supervision of Senior Police Advisor (SPA) and in coordination and consultation with Community Engagement Expert (SPA and CEE). They are expected to be based in the provincial capitals of Province 2, Province 5 and Province 6 or 7, with occasional travel to other provinces.

Functional Responsibilities

A

  • Under the supervision of Senior Policing Adviser (SPA) the expert will develop relationships with provincial actors with a stake in policing (local and provincial governments, politicians and provincial and local assembly members, police, communities) to inform MIPP’s provincial level policies strategies and programme activities;
  • Based on existing analysis of MIPP areas, build a network of key local partners, keeping well-informed of evolving local trends i.e. social, economic, and political context and develop adaptation interventions for MIPP that responds to contextual analysis and changes;
  • With guidance and support from SPA and CEE, develop and implement project plans for provincial engagement in priority districts that are informed by local needs assessment, and lessons from the community engagement processes but aligned with overall MIPP project aims;
  • In consultations with UNOPS Community Engagement Expert (CEE) ensure effective execution and coordination of community engagement activities and the outcomes thereof across MIPP and other IPSSJ components;
  • Support MIPP and other IPSSJ components in their efforts to adopt transformative social norms approaches to fostering positive dynamics between and within communities and police organisations, in particular with respect but not limited to tackling Gender-Based Violence.
  • Support quality and meaningful police inputs to and engagement with IPSSJ funded community score card/ mutual accountability dialogues and community engagement processes working with the local police representatives.
  • Ensure feedback loops to organisational reform activities such as work on Strategic Planning, Inspection and Performance Management.
  • Establish relationship between local government, formal and informal justice sector actors and Nepal police to gradually increase local level partnership with all IPSSJ partners;
  • With support and guidance from SPA and CEE, lead IPSSJ coordination in the Province to ensure lesson learning and synergies between different IPSSJ interventions, establish partnerships with the other NGO and private sector organizations in the project area to diversify project opportunities to complement each other to achieve IPSSJ objectives and share these with UNOPS and DFID.

B

  • In consultation with SPA and CEE, conduct monitoring of MIPP Provincial activities, including the social aspects of infrastructure work and community engagement and produce reporting for UNOPS and DFID;
  • Regularly provide analysis of local political and social situation as it pertains to policing and GBV prevention work to feed into UNOPS and DFID contextual assessments;
  • Prepare reports as per project requirements and support PM to prepare monthly and quarterly and other ad hoc report.

Education/Experience/Language requirements

Education

  • A Bachelor’s degree in a relevant field such as Law, Human Rights, Gender Studies, Peace and Development Studies, Political Science, Sociology/Anthropology, Business Administration, Public Administration and or related discipline is required.
Experience
  • 3 years’ of experience in coordination, consultation, community engagement and/or related field is required;
  • At least 1 year's of progressive experience working in security and justice sector is required;
  • Previous experience of working with police and demonstrated ability to build relationships on security and justice issues is required.
  • Good understanding of justice and security context in the respective provinces is highly desirable;
  • Demonstrated experience in work with linking police, communities and political actors to improve the quality of community-police relationships and multi-stakeholder engagement on security and justice issues is an asset.
  • Demonstrated experience of community engagement methodologies and understanding of the pros and cons of different approaches is desirable;
  • Understanding of the social norms underpinning Gender-Based Violence and strategies to shift norms to support non-violent behaviours is desirable;
  • Strong understanding of local political, economic and social context and ability to produce written analytical products is an asset;
  • Experience in developing and executing partnership and programme development plans is desirable;
  • Experience in establishing partnerships with local agencies, national & international development organizations, government agency, Police, international NGOs or private sector organizations is desirable;
  • Experience on report writing, including analysis will be considered an asset;
  • Prior experience working in project and programme management, international organizations, and international development is desirable.
Language
  • Proficiency in English and Nepali is required; 
  • Knowledge of local language is highly desirable.
